The Popolo Policeman By: Tony Gonzalez As a youth, Tony Gonzalez had many encounters with the law which led to multiple arrests and stays in juvenile detention facilities. Tony graduated from Kaimuki High School, then went on to Boise Junior College where he ran track and played football. The author of this study of policymaking in postwar Japan contends that the prevailing perceptions of the subject advanced to date are inadequate. Professor Pempel identifies three distinct patterns of policymaking within Japan's current system of hegemonic pluralism. One of these, "policymaking by camp conflict, "is associated with broad, highly emotional, ideological issues that polarize political forces and that are resolved only after widely publicized battles in the Diet, the media, and the streets. A second pattern, "incremental policymaking, "involves nonideological problems that are settled largely through bureaucratic procedures almost totally removed from public scrutiny. A third pattern, "pressure group policymaking, "pits a limited number of special interest groups against one or more government agencies; this process is less conflictual and public than camp conflict, but more visible and antagonistic than incremental policymaking.

Popular Protest and Ideals of Democracy in Late Renaissance Italy is the first study to analyse popular protest across the Italian peninsula and the Venetian colonies during the early modern period, 1494 to 1559. Drawing on over 100 contemporary chronicles and diaries, the fifty-eight volumes of Marin Sanudo's diplomatic dispatches, mercantile letters, and commentary, and 586 collective supplications scattered through archival sources from towns and villages in the Grand duchy of Milan, Samuel K. Cohn, Jr. places these incidents and their patterns in comparative perspectives, first with the late medieval heyday of popular revolt and then with regions north of the Alps. Cohn finds new developments during the early modern period such as an increase in women rebels, mutinies of soldiers, and new tactics of revolts such as shop closures, peaceful demonstrations of strength, and use of religious processions for discussions of tactics and strategies for obtaining logistic advantage. At the same time, these protests show convergences with the medieval Italian past, with leaders coming almost exclusively from the ranks of nonelites, religious ideology playing a surprisingly minor role, and the majority of revolts centring overwhelming in towns and cities. Finally, this study demonstrates that democracies do not just die under the duress of military occupation and growing powers of autocratic regimes. Ideals of representation and equality not only persisted; they could emerge in new forms and with greater sophistication.

Originally published in 1987. Since Machiavelli, historians and political theorists have sought the sources of the stability that earned for Venice the appellation La Serenissima, the Most Serene Republic. In Patricians and Popolani, Dennis Romano looks to the private lives of early Renaissance Venetians for an explanation. Fourteenth-century Venice escaped the tumultuous upheavals of the other Italian city-republics, Romano contends, because the patricians and common people of the city did not divide sharply along class or factional lines in their personal associations. Rather, Venetians of the era moved in a variety of intersecting social networks that were shaped and influenced by an overriding sense of civic community. Drawing on the private archives of Venice—notarial registers, collections of testaments, and records of estates maintained by the procurators of San Marco—Romano analyzes the primary social bonds in the lives of the city's inhabitants. In separate chapters, Patricians and Popolani examines the forms of association in everyday Venetian life: marriage and family structure; artisan workshops and relations among tradesmen; the role of the parish clergy and the "sacred networks" that formed around convents, hospitals, and confraternities; and neighborhood and patron–client ties. By the beginning of the fifteenth century, Romano argues, all these networks of association had been transformed as a new hierarchical spirit took hold and overwhelmed the older, more freewheeling tendencies of Venetian society. The old sense of community yielded to a new and equally compelling sense of place, and La Serenissima remained stable throughout the later Renaissance.

Based on original research using official documents, this illuminating account of the role of the police in the rise to power of Mussolini reveals the internal workings of the Italian Liberal policing system, the tensions between its different branches, and problems related to the shifting demands of its wheeler-dealer political masters. Explanations of the support that the Italian police gave to the fascist movement are to be found not only in the profound social, economic, and political transformations characterizing the years immediately following the First World War, but also in Italy's post-unification administrative system. Police support for the Fascists was often morally, if not physically, coerced by the Fascists themselves, while administrative ambiguities and weaknesses hampered any police attempts to repress the movement. The rise of fascism and its support from the police was the logical end result of a tradition of private solutions to problems of law and order. To illustrate this, the book examines the policing of the socialist movement between 1897 and 1918 before analyzing in detail the relationship between the police and the facist movement after the First World War, with a view to comparing behavioral trends emerging during both periods.
