The report covers a period of great significance for railroading in the U.S as it contains a number of milestones now shaping the future performance of the industry. The specific subject is improving intermodal service so that it can support state and regional highway planning, now facing severe financial cut-backs as revenue sources become fully committed to bond servicing, user taxes, loose purchasing power and fuel consumption begins to fall. Intermodal traffic grew strongly in the period 1995 - 2007 and UP and BNSF trans-continental routes were improved largely on the back of intermodal demand. Alliances with larger trucking companies strengthened and transportation officials began to ask whether rail could take some of the predicted freight off key highway corridors. This report addresses elements of this question, more especially as it relates to intermodal traffic in Texas and the Southwest. The report comprises the following sections. Chapter 2 considers the changes in rail freight since the Staggers Act, Chapter 3 evaluates Class 1 intermodal service, and Chapter 4 identifies the major trade corridors serving Texas and the Southern region of the U.S. Chapter 5 describes rail bottlenecks on the state rail system that might impact future intermodal growth, and Chapter 6 concludes by examining the strengths, weaknesses, opportunities and threats to rail intermodal service in Texas and the Southern region over the next decade.

The increasing levels of truck traffic on the State's highway system are creating an array of issues for the Texas Department of Transportation ranging from highway safety, congestion, and air quality, to the need for accelerated maintenance and capacity expansion. With trade in Texas projected to continue to increase, the pressure to explore alternatives to highway-borne freight is building. At the same time, railroads are facing challenges of their own. As a capital- and labor-intensive industry, railroads are struggling to earn the cost of capital to maintain and operate their extensive networks. As a mode that excels at long-haul intercity freight, but loses to trucking in shorter-haul movements, railroads are in need of services and capital to help gain back lost market share and compete in short-haul markets. The opportunity for establishing a win-win scenario is apparent: by improving the efficiency of intermodal rail service through targeted public-private partnerships, rail transportation may capture a larger market share of intercity freight in Texas and allow important public benefits to accrue - thereby justifying the investment. This report provides an important step in synchronizing public and private transportation planning and financing processes that mostly operate in isolation from one another to the growing disadvantage of each. A truly exciting finding is that both the public sector and the railroads are increasingly receptive to the idea of collaboration and are searching for mutually beneficial solutions to transportation problems.

This report discusses (1) the nature and scope of air-rail connectivity, (2) the benefits and costs of air-rail connectivity, (3) factors affecting the development and use of air-rail connectivity, and (4) potential strategies to improve air-rail connectivity.GAO reviewed laws, strategic plans, and academic studies. GAO analyzed data to determine distances between Amtrak stations and large and medium hub airports and interviewed officials from DOT, and representatives from Amtrak, the airlines, and aviation and rail industry associations. GAO interviewed stakeholders at eight large and medium hub airports, which were selected based on geographic location and extent of connectivity with Amtrak. In addition, GAO surveyed experts from the aviation industry, rail industry, state and local governments, academia and the private sector about air-rail connectivity issues.
