The research presented in this book based on new primary data demonstrates that in terms of civil society actors adapting to the European political space the Europeanization process has an uneven development. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries. This book explores the limits of NGO influence and the conditions that constrain NGOs when they participate in international negotiations Through an empirically rich study of the UN World Summits on the Information Society (WSIS) this book conceptualizes structural power mechanisms that shape global ICT governance and analyses the impact of NGOs on communication rights, intellectual property rights, financing, and Internet governance. The institutional framework of UN negotiations makes it easy for states to exclude NGOs from crucial meetings and to neglect their most relevant demands, in part explaining why NGOs had only limited influence on the policy outcomes of the WSIS in Geneva 2003 and Tunis 2005, although high numbers of NGOs participated. Using a critical perspective, Dany demonstrates that despite the far-reaching participation rights for civil society actors, structural power mechanisms continued to limit the influence of participating NGOs and this contradicts the widely held assumption that extensive NGO participation necessarily increases NGO influence on the policy outcomes. The celebrations marking the 20th anniversary of the fall of the Berlin Wall provoked a debate on the outcomes of the transition process in the post-communist countries, including a debate on the functioning of civil society. This provided a good opportunity for researchers to collect new data and revise the discourse on collective action and the dynamics of civil society in these countries. Jacobsson and Saxonberg's collection of essays looks at social movements, and their forms of mobilization and organization, as well as action repertoires in relation to the social context, and their success or failure. The book meets an important need in the discourse on post-communist social movements by going beyond the usual discourse about the weak and non-participatory civil society in the post-communist context. This book gives a nuanced and updated view of social movements in post-communist Europe, by looking at the cases of relatively successful mobilization, by examining groups that have often been neglected in the discourse on social movements and civil society (including animal-rights groups, racist movements and non-feminist family organizations), and by giving a deeper analysis of the different strategies that civil society organizations and groups can use. Rather than expecting social movements in post-communist Europe to follow the same patterns and operate in the same fashion as in Western Europe, this volume shows that a wider view of contentious action is needed in order to understand the variety of strategies employed by collective actors operating in this context.

Can foreign donors help build new democracies? In the 1990s, public and private organizations such as USAID and the Soros Foundation poured huge amounts of money and expertise into Russia to help build the dream of a vibrant democratic society. Sarah L. Henderson argues that despite the altruistic intentions of foreign assistance agencies and domestic activists, foreign aid designed to spur civic growth has had unintended consequences. Drawing on extensive field work, survey research, and work experience for several funding agencies in Moscow in the late 1990s, Henderson focuses on donor efforts to support the emerging community of nongovernmental organizations and, in particular, on efforts to build a functioning women's movement in Russia. Her intimate knowledge of Russia's growing NGO community informs a worrisome finding: foreign aid has made a tremendous difference, but not in altogether expected or positive ways. New Russian civic groups serve either the needs of an indigenous clientele or the demands of the foreign aid bureaucracy—but rarely both. Henderson's research and experience show that while aid has kept a fledgling civic community alive, it is a civic community that is disconnected from its own domestic audience. The book suggests that large flows of foreign aid have in some ways damaged the long-term prospects for democratization in Russia.
