Since the end of the Cold War, a virtual army of nongovernmental organizations (NGOs) from the United States, Britain, Germany, and elsewhere in Europe have flocked to Central and Eastern Europe and Eurasia. These NGOs are working on such diverse tasks as helping to establish competitive political parties, elections, and independent media, as well as trying to reduce ethnic conflict. This important book is among the few efforts to assess the impact of these international efforts to build democratic institutions. The case studies presented here provide a portrait of the mechanisms by which ideas commonly associated with democratic states have evolved in formerly communist states, revealing conditions that help as well as hurt the process.

As traditional news outlets’ international coverage has waned, several prominent nongovernmental organizations have taken on a growing number of seemingly journalistic functions. Groups such as Amnesty International, Human Rights Watch, and Médecins Sans Frontières send reporters to gather information and provide analysis and assign photographers and videographers to boost the visibility of their work. Digital technologies and social media have increased the potential for NGOs to communicate directly with the public, bypassing traditional gatekeepers. But have these efforts changed and expanded traditional news practices and coverage—and are there consequences to blurring the lines between reporting and advocacy? In NGOs as Newsmakers, Matthew Powers analyzes the growing role NGOs play in shaping—and sometimes directly producing—international news. Drawing on interviews, observations, and content analysis, he charts the dramatic growth in NGO news-making efforts, examines whether these efforts increase the organizations' chances of garnering news coverage, and analyzes the effects of digital technologies on publicity strategies. Although the contemporary media environment offers NGOs greater opportunities to shape the news, Powers finds, it also subjects them to news-media norms. While advocacy groups can and do provide coverage of otherwise ignored places and topics, they are still dependent on traditional media and political elites and influenced by the expectations of donors, officials, journalists, and NGOs themselves. Through an unprecedented glimpse into NGOs’ newsmaking efforts, Powers portrays the possibilities and limits of NGOs as newsmakers amid the transformations of international news, with important implications for the intersections of journalism and advocacy.

This paper focuses on the interaction between non-governmental organizations (NGOs) and corporate actors with economic power. Focus is placed on the social and environmental effects of multinational enterprises (MNEs) that are largely private or privatized. The paper points, through specific examples, to some distinguishing contextual factors that affect the possibilities and limitations of NGO influence in the corporate arena. It highlights key features involving the rules relating to the process of interaction between NGOs and corporations; the roles of the actors concerned, particularly the blurred boundaries in identities and responsibilities across NGOs and those who hold economic power; and the results sought by NGOs that go beyond existing legal requirements on corporate behavior. Three distinct patterns of possibility for change in corporate behavior linked to NGO impetus are reflected in voluntary initiatives of corporate social responsibility, de facto best practice, and enhanced international guidelines and mechanisms. Several organic limitations stem from the lack of rules governing the interaction between NGOs and corporations, the blurred boundaries of identities and roles among actors in both camps, and the need to obtain a critical mass in the marketplace to wield influence. Conclusions respecting the possibilities and limitations for NGO action in the corporate arena build on the lack of comparability among the results of NGO-stimulated activities to suggest that a generally accepted set of social accounting principles could lend predictability and integrity to the efforts to influence corporate behavior.

This book explores the limits of NGO influence and the conditions that constrain NGOs when they participate in international negotiations Through an empirically rich study of the UN World Summits on the Information Society (WSIS) this book conceptualizes structural power mechanisms that shape global ICT governance and analyses the impact of NGOs on communication rights, intellectual property rights, financing, and Internet governance. The institutional framework of UN negotiations makes it easy for states to exclude NGOs from crucial meetings and to neglect their most relevant demands, in part explaining why NGOs had only limited influence on the policy outcomes of the WSIS in Geneva 2003 and Tunis 2005, although high numbers of NGOs participated. Using a critical perspective, Dany demonstrates that despite the far-reaching participation rights for civil society actors, structural power mechanisms continued to limit the influence of participating NGOs and this contradicts the widely held assumption that extensive NGO participation necessarily increases NGO influence on the policy outcomes. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E.
