In recent years, the executive branch's ability to maneuver legislation through Congress has become the measure of presidential success or failure. Although the victor of legislative battles is often readily discernible, debate is growing over how such victories are achieved. In The President in the Legislative Arena, Jon R. Bond and Richard Fleisher depart dramatically from the concern with presidential influence that has dominated research on presidential-congressional relations for the past thirty years. Of the many possible factors involved in presidential success, those beyond presidential control have long been deemed unworthy of study. Bond and Fleisher disagree. Turning to democratic theory, they insist that it is vitally important to understand the conditions under which the executive brance prevails, regardless of the source of that success. Accordingly, they provide a thorough and unprecedented analysis of presidential success on congressional roll-call votes from 1953 through 1984. Their research demonstrates that the degree of cooperation between the two branches is much more systematically linked to the partisan and ideological makeup of Congress than to the president's bargaining ability and popularity. Thus the composition of Congress "inherited" by the president is the single most significant determinant of the success or failure of the executive branch.

Based on an original dataset of 100 important pieces of legislation passed during the three presidencies of William J. Clinton, George W. Bush, and Barack H. Obama (1992-2013), this study explores two sets of questions: (1) How do presidents influence legislators in Congress in the legislative arena, and what factors have an effect on the legislative strategies presidents choose? (2) How successful are presidents in getting their policy positions enacted into law, and what configurations of institutional and actor-centered conditions determine presidential legislative success? The analyses show that in an hyper-polarized environment, presidents usually have to fight an uphill-battle in the legislative arena, getting more involved if they face less favorable contexts and the odds are against them. Moreover, the analyses suggest that there is no silver-bullet approach for presidents' legislative success. Instead, multiple patterns of success exist as presidents - depending on the institutional and public environment - can resort to different combinations of actions in order to see their preferred policy outcomes enacted.

Presidents have two major assets at their disposal when seeking to alter policy: executive orders and legislative action. There are certain advantages and disadvantages to each course. Although presidency scholars have focused extensively on presidential efforts in the legislative arena, little attention has been paid to how a president affects policy through direct action. Because executive orders have been under-researched, there has been a dearth of theory development that adequately explains when presidents will act unilaterally through executive orders and when they will instead seek legislative avenues to policy change. This project develops a parsimonious theory grounded in the transaction costs framework that explains how a president chooses between seeking congressional action versus acting unilaterally through executive orders to accomplish policy change. The theory holds that when presidents desire policy change, they balance the transaction costs executive orders and legislative action present, selecting the course that presents the greatest benefit after accounting for the transaction costs present. After outlining the theory, I test my predictions using an original data set. Each executive order from 1946 to 2004 was read and examined for policy content. Unlike most prior studies of presidential use of executive orders, this study only includes orders that affect policy in the data analyses. The series of empirical tests provide support for my theory: Presidents consider the transaction costs that executive orders and the pursuit of legislation pose and take the action that maximizes their utility when seeking policy change.

The book compares the Russian president's powers to those of other presidents, including the executive powers of the United States president and those of Latin American presidents. The book traces the historical development of decree power in Russia from the first constitution in 1905 through the Soviet period and up to the present day, showing strong continuities over time. It concludes that Russia's president operates in a strategic environment, where he must anticipate the way other actors, such as the bureaucracy and the parliament, will respond to his use of decree power.

The belief that U.S. presidents' legislative policy formation has centralized over time, shifting inexorably out of the executive departments and into the White House, is shared by many who have studied the American presidency. Andrew Rudalevige argues that such a linear trend is neither at all certain nor necessary for policy promotion. In Managing the President's Program, he presents a far more complex and interesting picture of the use of presidential staff. Drawing on transaction cost theory, Rudalevige constructs a framework of "contingent centralization" to predict when presidents will use White House and/or departmental staff resources for policy formulation. He backs his assertions through an unprecedented quantitative analysis of a new data set of policy proposals covering almost fifty years of the postwar era from Truman to Clinton. Rudalevige finds that presidents are not bound by a relentless compulsion to centralize but follow a more subtle strategy of staff allocation that makes efficient use of limited bargaining resources. New items and, for example, those spanning agency jurisdictions, are most likely to be centralized; complex items follow a mixed process. The availability of expertise outside the White House diminishes centralization. However, while centralization is a management strategy appropriate for engaging the wider executive branch, it can imperil an item's fate in Congress. Thus, as this well-written book makes plain, presidential leadership hinges on hard choices as presidents seek to simultaneously manage the executive branch and attain legislative success.
