This book assesses the use and limitations of the principal-agent model in a context of increasingly complex political systems such as the European Union. Whilst a number of conceptual, theoretical and methodological challenges need to be addressed, the authors show that the principal-agent model can still provide deeper insights into a wide range of political phenomena. Thesis (M.A.) from the year 2008 in the subject Business economics - Business Management, Corporate Governance, grade: 67, University College London (School of Public Policy), language: English, abstract: The purpose of this research focuses on one of the latest and most significant development of Justice, Freedom and Security policies of the EU: the creation of FRONTEX, the Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union, established in 2004 and operational since 2005. In particular, this paper will utilise a principal-agent perspective in an attempt to explain why Frontex has been established, what roles the various institutions played in the process of, and the context behind, its creation. The paper argues that Member States established an agency borne out of the need to enhance the Area of Justice, Freedom and Security in the context of the Schengen agreements. Consequently, the paper highlights the deficiencies of the structure, especially regarding its independence from its principals, and its current funding regulation limits, that result in a wide range of tasks and a high dependence from the resources of Member States. However, even if primarily only used in the context of counter-illegal immigration operations, the paper highlights how the agency has been growing steadily in power and resources, and represents a first fundamental step towards an effective communitarisation of border management that could lead, in the long term, to the establishment of a European Border Police.

The European Union has grown both terms of size, scope, impact on Member States and in European Union competencies, in particular since the 1990s with the exponential growth in number of members - from 12 to 15 to 25 now 27 and how many more? - with the completion of the Single Market and the Single Currency. The goal of this paper is to present and analyze the relationship between the EU and the Balkan Member States in the spirit of rational choice, focusing on principal-agent approach. Therefore, the objectives of the paper refer to: a brief overview on the rational choice theory and on the principal-agent model, an investigation on the motivations that lead principals (Member States) to delegate powers and confer authority to agents (supranational institutions of the European Union), a research on using this model in order to design an EU policy. For achieving the aims of the actual paper we have used the theoretical and analytical framework, described by various scholars, namely, M. Pollack, H. Kassim, A. Menon, and the analysis of rational choice assumptions.

The European Union is composed of its fifteen member governments, yet these governments have chosen repeatedly to delegate executive, judicial and legislative powers and substantial discretion to supranational institutions such as the Commission, the Court of Justice, and the European Parliament. In The Engines of European Integration, the first full-length study of delegation in the European Union and international politics, Mark Pollack draws on principal-agent analyses of delegation, agency and agenda setting to analyze and explain the delegation of powers by governmental principals to supranational agents, and the role played by those agents in the process of European integration. In the first part of the book, Pollack analyses the historical and functional patterns of delegation to the Commission, the Court of Justice, and the Parliament, suggesting that delegation to the first two is motivated by a desire to reduce the transaction costs of EU policymaking, as predicted by principal-agent models, while delegation of powers to the Parliament fits poorly with such models, and primarily reflects a concern by member governments to enhance the democratic legitimacy of the Union. The second part of the book focuses on the role of supranational agents in both the liberalization and the re-regulation of the European market, and suggests that the Commission, Court, and Parliament have indeed played a causally important role alongside member governments as "the engines of integration," but that their ability to do so has varied historically and across issue-areas as a function of the discretion delegated to them by the member governments.
