Decentralisation and Privatisation in Education explores the ambivalent and problematic relationship between the State, privatisation, and decentralisation in education globally. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

This book describes how and why educational choice movements will affect public education. It uses a public-choice approach to argue that both the supporters and opponents of private and school choice have failed to address several critical issues. Following an introductory chapter, chapter 2 is devoted to the rationale for contracting out instructional services, its development in other public services, and its advantages and disadvantages. Chapter 3 focuses on two issues critical to all forms of privatization--comparative costs and the evaluation of outcomes. The fourth chapter examines previous efforts to contract out instruction and issues for making such efforts more effective. Chapter 5 discusses educational vouchers and the broader political and intellectual controversy over whether certain services should be provided through our political or our economic system. Competition issues raised by voucher proposals are discussed in the sixth chapter, and chapter 7 takes up four independent arguments for vouchers. The eighth chapter presents a political analysis of voucher plans and an assessment of their chances for enactment. Chapter 9 discusses whether or not privatization will develop as a cottage industry or as a large-scale enterprise and explores the possibilities of franchising certain kinds of educational services. Proposals for the withdrawal of government support for and provision of education ("load shedding") are analyzed in the 10th chapter, with a focus on home schooling. This book makes both empirical and conceptual contributions to the debate on privatization of higher education in China. Empirically, it aims to fill a gap in our knowledge of privatization of higher education in North China. To this end, Beijing was chosen as a case for analysis, and nine local higher educational institutions were visited. The case study strategy is also complemented by an extensive review of national policies to reveal problems beyond the specific case of Beijing and of national concern. The effects of the cultural and socioeconomic background and the unique state-party controlling system on higher education management are stressed. Conceptually, most existing studies on privatization of higher education in China adopt a policy analysis approach, while research on privatization of other public sectors or in other countries is frequently guided by economic theories. This book thus seeks to combine both social policy and econometric approaches to provide a systematic and detailed investigation of the privatization process in the context of higher education.
