The 1962 report defines the problem of mental retardation and summarizes both activities of the U.S. Department of Health, Education, and Welfare (DHEW) and objectives of the President's panel to combat mental retardation. Mental retardation is defined to be a condition characterized by faulty intellectual development which impairs learning ability and adaptation to societal demands. Discussed are aspects such as degrees of retardation, etiology, the problem's scope such as the percentage (3%) of retarded children born yearly, national concern expressed in efforts such as diagnostic services, and future trends based on factors such as longevity and changing patterns in U.S. family life. Summarized under the categories of research and studies, professional preparation, services, and facilities and construction are mental retardation programs administered by the following organizational units of DHEW agencies: the National Institute of Mental Health, National Institute of Neurological Diseases and Blindness, Center for Research in Child Health, and Bureau of State Services, and Bureau of Old-Age and Survivors Insurance of the Social Security Administration; the Office of Education; and the Office of Vocational Rehabilitation. Discussed are tasks of the President's Panel such as exploration of ways to prevent and cure mental retardation. Panel members are listed. 1 This book is the product of a one-year project conducted by the Hastings Center, Institute of Society, Ethics and the Life Sciences, during 1976-1977. The Behavior Control Research Group-an ongoing, interdisciplinary working group com posed of philosophers, psychiatrists, psychologists, social sci entists, and lawyers-met four times over the course of the year with special consultants with expertise in the field of mental retardation. At those meetings, participants gave in formal presentations, which were followed by group discus sion. As the project progressed, formal papers were delivered and subjected to further critical commentary. This volume, in two related parts, represents the deliberations of the group as a whole, and then offers individual papers prepared by some scholars in order to give a sense of the kind of specific arguments on which the general conclusions were based. In late 1985, The President's Committee on Mental Retardation (PCMR) spon sored a National Strategy Conference on Mental Retardation and Mental Health in Washington, D.C. The purpose of this conference was to bring together our nation's leadership in the fields of mental retardation and mental health in order to delineate the state of the art relative to the diagnosis, care, and treatment of citizens with mental retardation/mental illness, as well as to chart a national course for the support and integration of citizens with these challenging needs into the confluence of family and community life. The President's Committee on Mental Retardation recognized that citizens with these needs constitute one of the most underserved and, at times, forgotten segments of the population. With this in mind, the PCMR called together govern mental, professional, and parental representatives from across the nation to define the nature and extent of the problem, programs, and services that promise hope for substantive improvement in the quality of life of citizens with mental retardation/mental illness.
