When many people are involved in an activity, it is often difficult, if not impossible, to pinpoint who is morally responsible for what, a phenomenon known as the ‘problem of many hands.’ This term is increasingly used to describe problems with attributing individual responsibility in collective settings in such diverse areas as public administration, corporate management, law and regulation, technological development and innovation, healthcare, and finance. This volume provides an in-depth philosophical analysis of this problem, examining the notion of moral responsibility and distinguishing between different normative meanings of responsibility, both backward-looking (accountability, blameworthiness, and liability) and forward-looking (obligation, virtue). Drawing on the relevant philosophical literature, the authors develop a coherent conceptualization of the problem of many hands, taking into account the relationship, and possible tension, between individual and collective responsibility. This systematic inquiry into the problem of many hands pertains to discussions about moral responsibility in a variety of applied settings.

Determinism is, roughly, the thesis that facts about the past and the laws of nature entail all truths. A venerable, age-old dilemma concerning responsibility distils to this: if either determinism is true or it is not true, we lack “responsibility-grounding” control. Either determinism is true or it is not true. So, we lack responsibility-grounding control. Deprived of such control, no one is ever morally responsible for anything. A number of the freshly-minted essays in this collection address aspects of this dilemma. Responding to the horn that determinism undermines the freedom that responsibility (or moral obligation) requires, the freedom to do otherwise, some papers in this collection debate the merits of Frankfurt-style examples that purport to show that one can be responsible despite lacking alternatives. Responding to the horn that indeterminism implies luck or randomness, other papers discuss the strengths or shortcomings of libertarian free will or control. Also included in this collection are essays on the freedom requirements of moral obligation, forgiveness and free will, a “desert-free” conception of free will, and vicarious legal and moral responsibility. The authors of the essays in this volume are philosophers who have made significant contributions to debates in free will, moral responsibility, moral obligation, the reactive attitudes, philosophy of action, and philosophical psychology, and include John Martin Fischer, Robert Kane, Michael McKenna, Alfred Mele, and Derk Pereboom.

The search for responsibility in complex organisations often seems an impossible undertaking. Adopting a multidisciplinary approach combining law, social science, ethics and organisational design, Mark Bovens analyses the reasons for this, and offers possible solutions. He begins by examining the problem of 'many hands' - because so many people contribute in so many different ways, it is very difficult to determine who is accountable for organisational behaviour. Four possible solutions - corporate, hierarchical, collective and individual accountability - are analysed from normative, empirical and practical perspectives. Bovens argues that individual accountability is the most promising solution, but only if individuals have the chance to behave responsibly. The book then explores the implications of this approach. Most people would agree that we should behave and act in a responsible way. Yet only 200 years ago, ‘responsibility’ was only of marginal importance in discussions of law and legal practice, and it had little ethical significance. What is the significance of the fact that ‘responsibility’ now plays such a central role in, for example, work, the welfare state, or the criminal justice system? What happens when individuals are generally expected to think of themselves as ‘responsible’ agents? And what are the consequences of the fact that the philosophical analysis of ‘responsibility’ focuses almost exclusively on conditions of agency that are mostly absent from real life? In this book, Frieder Vogelmann demonstrates how large parts of philosophy have fallen under responsibility’s spell, and he uses a Foucauldian approach in an attempt to break it. The three axes of power, knowledge, and self are used in a detailed analysis of the practical regimes of labour (including the welfare state), criminality (including policing, punishment practices, and criminal proceedings), and philosophy, and of the two subject positions required by ‘responsibility’ – those of the attributors and bearers of responsibility – within them. The power relations between these positions, which Vogelmann carefully excavates from the grounds of our practices, reveal that the deck is stacked unevenly from the start.
