Anglo-Indians are a mixed-race, Christian and Anglophone minority community which arose in South Asia during the long period of European colonialism. An often neglected part of the British Raj, their presence complicates the traditional binary through which British imperialism is viewed – of ruler and ruled, coloniser and colonised. The book analyses the processes of ethnic group formation and political organisation, beginning with petitions to the East India Company state, through the Raj’s constitutional communalism, to constitution-making for the new India. It details how Anglo-Indians sought to preserve protected areas of state and railway employment amidst the growing demands of Indian nationalism. Anglo-Indians both suffered and benefitted from colonial British prejudices, being expected to loyally serve the colonial state as a result of their ties of kinship and culture to the colonial power, whilst being the victims of racial and social discrimination. This mixed experience was embodied in their intermediate position in the Raj’s evolving socio-racial employment hierarchy. The question of why and how a numerically small group, who were privileged relative to the great majority of people in South Asia, were granted nominated representatives and reserved employment in the new Indian Constitution, amidst a general curtailment of minority group rights, is tackled directly. Based on a wide range of source materials from Indian and British archives, including the Anglo-Indian Review and the debates of the Constituent Assembly of India, the book illuminatingly foregrounds the issues facing the smaller minorities during the drawn out process of decolonisation in South Asia. It will be of interest to students and researchers of South Asia, Imperial and Global History, Politics, and Mixed Race Studies.

Jamaat-e-Islami Hind is the most influential Islamist organization in India today. Founded in 1941 by Syed Abul Ala Maududi with the aim of spreading Islamic values in the subcontinent, Jamaat and its young offshoot, the Student Islamic Movement of India or SIMI, have been watched closely by Indian security services since September 11. In particular, SIMI has been accused of being behind terrorist bombings. This book is the first in-depth examination of India's Jamaat-e-Islami and SIMI, exploring political Islam's complex relationship with democracy and providing a rare window into the Islamist trajectory in a Muslim-minority context. Irfan Ahmad conducted extensive ethnographic fieldwork at a school in the town of Aligarh, among student activists at Aligarh Muslim University, at a madrasa in Azamgarh, and during Jamaat's participation in elections in 2002. He deftly traces Jamaat's changing position in relation to India's secular democracy and the group's gradual ideological shift toward religious pluralism and tolerance. Ahmad demonstrates how the rise of militant Hindu nationalism since the 1980s--evident in the destruction of the Babri mosque and widespread violence against Muslims--led to SIMI's radicalization, its rejection of pluralism, and its call for jihad. Islamism and Democracy in India argues that when secular democracy is responsive to the traditions and aspirations of its Muslim citizens, Muslims in turn embrace pluralism and democracy. But when democracy becomes majoritarian and exclusionary, Muslims turn radical.

"How did the founders of the most populous democratic nation in the world meet the problem of establishing a democracy after the departure of foreign rule? The justification for British imperial rule had stressed the impossibility of Indian self-government. At the heart of India's founding moment, in which constitution-making and democratization occurred simultaneously, lay the question of how to implement democracy in an environment regarded as unqualified for its existence. India's founders met this challenge in direct terms-the people, they acknowledged, had to be educated to create democratic citizens. But the path to education lay not in being ruled by a superior class of men but rather in the very creation of a self-sustaining politics. Universal suffrage was instituted amidst poverty, illiteracy, social heterogeneity, and centuries of tradition. Under the guidance of B. R. Ambedkar, Indian lawmakers crafted a constitutional system that could respond to the problem of democratization under the most inhospitable of conditions. India not only is concerned with inevitable multilingualism, but also with the rights of many millions of speakers of minority languages. As the political and cultural context privileges some major languages, linguistic minorities often feel discriminated against by the current language policy of the Union and the States. They experience on a daily basis that their mother tongues are deemed worthless dialects that have little utility in modern life. Many such languages have definitively disappeared, and several more are on the brink of extinction. Is this the inevitable price to be paid for economic modernization, cultural homogenisation and the multilingual fabric of India's society at large? This book is an effort to map India's linguistic minorities and to assess the language policy towards these communities.
