In 1918, the end of the First World War triggered the return of Alsace and Lorraine to France after almost fifty years of annexation into the German Empire. Enthusiastic crowds in Paris and Alsace celebrated the return of the 'lost provinces, ' but return proved far more difficult than expected. Over the following two decades, politicians, administrators, industrialists, cultural elites, and others grappled with the question of how to make the region French again. Differences of opinion emerged, and reintegration rapidly descended into a multi-faceted struggle as voices at the Parisian centre, the Alsatian periphery, and outside France's borders offered their views on how to introduce French institutions and systems into its lost borderland. Throughout these discussions, the border itself shaped the process of reintegration, by generating contact and tensions between populations on the two sides of the boundary line, and by shaping expectations of what it meant to be French and Alsatian. Borderland is the first comprehensive account of the return of Alsace to France which treats the border as a driver of change. It draws upon national, regional, and local archives to follow the difficult process of Alsace's reintegration into French society, culture, political and economic systems, and legislative and administrative institutions. It connects the microhistory of the region with the macro levels of national policy, international relations, and transnational networks, and with the cross-border flows of ideas, goods, people, and cultural products that shaped daily life in Alsace as its population grappled with the meaning of return to France. In revealing the multiple voices who contributed to the region's reintegration, it underlines the ways in which regional populations and cross-border interactions have forged modern nations.

The question has received two answers. The Germans have asserted that it was German, the French that it was French. The opinion of those most intimately concerned, the people of Alsace and Lorraine themselves, was just as explicit as either of these. They asserted, as we have seen, that they were French and wished to remain French, and that the document that pretended to transfer them was from the start and would forever remain null and void. What light did history throw upon this problem, if it was a problem? It is impossible within the confines of this volume to recount with any fulness the crowded annals of this people. The story does not easily lend itself to compression, it is so long, so varied, and so involved. Nevertheless, out of its bewildering intricacies, a few features in the slow evolution may profitably be noticed. They may serve to indicate with reasonable certitude the individuality of these provinces, which was the product of manifold forces, operating, sometimes obscurely, sometimes clearly, through the course of many centuries. On 7 August 1914 a French corps attacked towards Mulhouse in Alsace and was immediately thrown back by the Germans. Excerpt from The True Story of Alsace-Lorraine The idea of writing this book occurred to me when I found, both by conversing with friends and acquaintances and by listening at odd moments to remarks passed by "men in the street," how very little is known about Alsace-Lorraine in Great Britain. The general ignorance appeared to me to be the more regrettable as my acquaintance with all the more important German utterances and writings on this subject since 1871 convinced me, already at the outset of the Great War, that whatever conditions the Allies might resolve to exact of Germany, the one which, more than any other, she would resist to her utmost would be the restitution of Alsace-Lorraine to France. Nevertheless, it was absurd for Baron von Kühlmann to assert, as he did shortly after his appointment as German Minister for Foreign Affairs, that the sole obstacle to peace was the question of Alsace-Lorraine. As our Foreign Secretary, Mr. Balfour, replied - virtually repeating the utterances of our successive Prime Ministers, Mr. Asquith and Mr. Lloyd George-we undoubtedly desire to see Alsace-Lorraine restored to France; but it is ridiculous to imagine that this one question "stands out solitary, preeminent, unconnected with any other of the objects of the war." "We are fighting," as Mr. Balfour said, "in order, in the first place, that Europe may be freed from the perpetual menace of the military party in Germany"; and, assuredly, if that object is to be attained, questions affecting quite a number of countries will require solution.
