This book explores the coming into being in European Union (EU) law of the fundamental right to personal data protection. Approaching legal evolution through the lens of law as text, it unearths the steps that led to the emergence of this new right. The right to personal data protection is now officially recognised as an EU fundamental right. This book analyses the current legal framework seeking to protect cultural heritage during armed conflict and discusses proposed and emerging paradigms for its better protection. Cultural heritage has always been a victim of conflict, with monuments and artefacts frequently destroyed as collateral damage in wars throughout history. In addition, works of art have been viewed as booty by victors and stolen in the aftermath of conflict. However, deliberate destruction of cultural sites and items has also occurred, and the Intentional destruction of cultural heritage has been a hallmark of recent conflicts in the Middle East and North Africa, where we have witnessed unprecedented, systematic attacks on culture as a weapon of war. In Iraq, Syria, Libya, Yemen, and Mali, extremist groups such as ISIS and Ansar Dine have committed numerous acts of iconoclasm, deliberately destroying heritage sites, and looting valuable artefacts symbolic of minority cultures. Although Europe has a significant legal data protection framework, built up around EU Directive 95/46/EC and the Charter of Fundamental Rights, the question of whether data protection and its legal framework are ‘in good health’ is increasingly being posed. Advanced technologies raise fundamental issues regarding key concepts of data protection. Falling storage prices, increasing chips performance, the fact that technology is becoming increasingly embedded and ubiquitous, the convergence of technologies and other technological developments are broadening the scope and possibilities of applications rapidly. Society however, is also changing, affecting the privacy and data protection landscape. The ‘demand’ for free services, security, convenience, governance, etc, changes the mindsets of all the stakeholders involved. Privacy is being proclaimed dead or at least worthy of dying by the captains of industry; governments and policy makers are having to manoeuvre between competing and incompatible aims; and citizens and customers are considered to be indifferent. In the year in which the plans for the revision of the Data Protection Directive will be revealed, the current volume brings together a number of chapters highlighting issues, describing and discussing practices, and offering conceptual analysis of core concepts within the domain of privacy and data protection. The book’s first part focuses on surveillance, profiling and prediction; the second on regulation, enforcement, and security; and the third on some of the fundamental concepts in the area of privacy and data protection. Reading the various chapters it appears that the ‘patient’ needs to be cured of quite some weak spots, illnesses and malformations. The world’s cultural heritage is under threat from war, illicit trafficking, social and economic upheaval, unregulated excavation and neglect. This book is chiefly intended for those who are using microbicides for the protection of materials. Another purpose is to inform teachers and students working on biodeterioration and to show today's technical standard to those engaged in R&D activities in the microbicide field. When trying to classify, or to subclassify, material-protecting microbicides according to their mode of action, e.g. as membrane-active and electrophilic active ingredients, it turned out that a clear assignment was not always possible. For that reason the author has resorted to chemistry's principle of classifying according to groups of substances (e.g. alcohols, aldehydes, ketones, acids, esters, amides, etc.), thus providing the first necessary information about the micro bicides' properties. The description of the various groups of substances includes, whenever possible, an outline of the mode and mechanism of action of the active ingredients involved. The effective use of microbicides presupposes knowledge of their character istics. That is why the microbicides' chemico-physical properties, their toxicity, ecotoxicity, effectiveness, and effective spectrum are described in greater detail. As mentioned before, the characteristics of microbicides play an important role. They have to be suited to the intended application to avoid detrimental effects on the properties and the quality of the material to be protected; also production processes in which microbicides are used to avoid disturbances by microbial action must not be disturbed by the presence of those microbicides.
