The RAH-66 Comanche Helicopter was initiated as the Light Helicopter Family (LHX) in 1982 when an Army Aviation Mission Area Analysis (AAMAA) identified the need for an armed reconnaissance aircraft. Eighteen years later, the program has yet to reach a Defense Acquisition Board Milestone II review. This thesis described the history of the RAH-66 Comanche Helicopter acquisition program during these ears. The research focused on the question of what significant events and issues have occurred over the course of the Comanche's development that have allowed it to remain a viable program. The research draws several conclusions from the analysis of the Comanche's history. Mainly, despite the significant duration of the program, a valid need for an armed reconnaissance platform still exists. Secondly, the innovative program management of Comanche has maintained a positive reputation for the program. Finally, the loss of Comanche at this point in time would severely impact the defense helicopter industrial base.

This report is the second of a series of reports on the audit of the acquisition of the RAH-66 Comanche. This report addresses issues pertaining to the earned value management system, the award fee, and life-cycle costs. The Army spent $3.6 billion in research, development, test and evaluation funds through FY 1997 and is planning to spend and additional $4.3 billion through FY 2009. The Army plans to begin fielding the helicopter in 2006 for improved armed reconnaissance capability. Audit Objective. The audit objective was to evaluate the overall management of the Comanche Program. The specific objective of this portion of the audit was to evaluate the financial aspects of program management. The previous report, Inspector General, DoD, Report No. 98-125, covered the protection of the Comanche helicopter against radio frequency weapons, and a subsequent report will cover acquisition issues. We also reviewed the adequacy of the management control program as it applied to the specific stated audit objective. Audit Results. The Cost Performance Reports did not present an informative picture of the Comanche Program. Also, the process for determining the award fee was not fully documented. In addition, the life-cycle cost was underestimated.

Pursuant to a congressional request, GAO reviewed the Army's development of the RAH-66 Comanche helicopter. GAO found that: (1) the Comanche's advanced capabilities, such as its avionics and targeting systems, improved engines, and lower detectability, are expected to improve the Army's ability to operate on future battlefields; (2) the distinction between the roles of the Comanche and the AH-64 Apache attack helicopter have been blurred since the advanced attack capabilities planned for the Comanche will enable it to perform the same missions and, in some cases, surpass the Apache's attack mission capabilities; (3) the Army anticipated that the Comanche would be relatively inexpensive to buy and maintain, but its unit cost in escalated dollars has increased more than 40 percent since 1988; (4) the Comanche maintenance needs could be higher than the Army's anticipated goal of 2.6 maintenance man-hours per flight hour, which would require the Army to either add maintenance staff or reduce the aircraft's planned 2,200 flying hours per year; (5) the Army continues to experience some technical risks in some of the aircraft's essential components, such as the mission equipment package and the targeting detection system, which could significantly reduce the Comanche's ability to navigate and communicate and cause the Army to incur significant additional costs; and (6) since significant developments have occurred that could affect the Comanche's requirements, such as a diminished threat, planned force reductions, and planned upgrades to other helicopters, it is an appropriate time to assess the program's viability to ensure that any future decision to buy the Comanche is appropriate.
