Excerpt from The Rating of Land Values: Notes Upon the Proposals to Levy Rates in Respect of Site Values Dear Lord Balfour, It has been suggested to me on several occasions that some notes upon the proposal to levy rates in respect of site values, which I made when I was Secretary to the Royal Commission on Local Taxation, would, if published, prove of some use to those who wish to study this subject. The lamented and untimely death of my friend and colleague, in the Secretaryship of that Commission, Theodore Llewelyn Davies, has prompted me to act on this suggestion, in order that the opportunity may be taken of associating his name with a subject to which he had devoted much time, and on which he was a recognised authority, Some weeks before his death he stated that in reviewing the work which he had undertaken during his career, none gave him greater satisfaction than his contributions to this question. Excerpt from Principles of City Land Values When placed In charge of the Mortgage Department of the U.S. Mortgage Trust Co. in 1895, the writer searched in vain, both in England and this country, for books on the science of city real estate as an aid in judging values. Finding in economic books merely brief references to city land and elsewhere only fragmentary articles, he plan arose to outline the theory of the structure of cities and to state the average scales of land values produced by different utilities within them. The material for this study of the structure of cities - including their locations, starting points and lines of growth - has been gathered from a large number of local histories of American cities, old maps, commercial geographies, &c. The material for the study of average scales of values has been drawn from the mass of valuations of land and buildings, rentals and mortgages, obtained in about fifty cities in the course of the mortgage business of the U.S. Mortgage & Trust Co. and also from many visits to these cities. The viewpoint is that of a conservative lender on real estate and while the examples cited are chiefly from the smaller cities, it is believed that the principles stated are universal and differ only in application and in resulting combinations. Special acknowledgment is due for aid in figuring the structural and commercial value of buildings and in the preparation of maps, to Cecil C. Evers, late member of the American Institute of Architects. New York.1903. Preface to Second Edition. In issuing the second edition of Principles of City Land Values, the writer, after two and one-half years experience in making mortgage loans in New York City, does not find any principles which, in his judgment, should be radically changed. If all variations in the application cf principles to New York conditions should be stated, much would have to be added to this volume. For this, however, opportunity does not at the moment serve. Although the standards of value now set up are based principally upon market value, and the standard of value for poor rate is based upon rental value, much may be gathered by a comparison with the law of rating; and much also may be gathered by a contrast with that law. I have ventured, therefore, in my notes to section 25, keeping in view that comparison and that contrast, to suggest principles for the application of the new standards to the various kinds of property which will now have to be valued. The procedure upon the forthcoming valuation, and the rights of Objection and appeal given to the subject, are fully dealt with in the notes; and here, again, use has been made of certain analogies with the rating practice.
