"The vast majority of the literature on responsibility tends to associate the idea of control with intentional action. This seems intuitive and natural. 'Intentional action' describes bodily movements executed because of and guided by reasons for action. How else, indeed, can a rational agent control their bodily movements? Disagreements among theorists arise, however, on the characterization of 'reasons for actions'. On the standard account of action, reasons for action are a binomial of beliefs and desires construed as mental states.1 On a more sophisticated account of the standard view, reasons for actions involve plans that direct us and result in ways of self-governance.2 On the classical tradition of action, reasons for actions track good-making characteristics or values.3 Finally a Kantian view would understand reasons for action as ipso facto standards of willing, given the link between rationality and the will which is characteristic of that view.4 Underlying all these variety of understandings of 'reasons for action' lies the intuition that the agent is engaged with reasons, which enable her to control her bodily movements. She directs her body towards the transformation of the world as she plans, values and/or desires. We say that the agent has knowledge of her own actions and can assert that "control is the direction given by the agent through her reasoning"--

This book explores the role of time in rational agency and practical reasoning. Agents are finite and often operate under severe time constraints. Action takes time and unfolds in time. While time is an ineliminable constituent of our experience of agency, it is both a theoretical and a practical problem to explain whether and how time shapes rational agency and practical thought. The essays in this book are divided into three parts. Part I is devoted to the temporal structure of action and agency, from metaphysical and metaethical perspectives. Part II features essays about the temporal structure of rational deliberation, from the perspective of action theory and theories of practical reasoning. In many instances, an agency has to decide whether to devote its resources to address a problem that is within its statutory authority to regulate. Many scholars of "hard look" judicial review of agency regulation have asserted that such review raises the costs to agencies of regulating and thereby discourages agencies from regulating when they should. This article takes a closer look at that assertion by providing an overview of the rational incentives and non-rational influences on those within agencies to prefer taking action versus doing nothing. In reviewing these influences the article notes that the costs and benefits of regulation to society differ greatly from the costs and benefits that the agency experiences when it regulates. In particular, it points out that evaluating the effect of judicial review on decisions whether to regulate must take into account all the influences on this decision. The article suggests that whether judicial review's discouragement of agency action is appropriate depends on the precise context of the environment in which the decision whether to regulate arises. The article concludes by analyzing two notorious agency decisions to forego or abandon regulation, for which judicial review has been blamed for inappropriately discouraging agency action. Using the influence on agency propensities to act that the article identifies, it shows that the both the importance of judicial review and the propriety of its impact on the agency decisions not to regulate are much more complex than the simple picture of blame that critics of judicial review have attempted to draw.

Taking as its central argument the question of whether an intelligence system is both desirable and feasible within the UN structure, this study explores the complex and sometimes, irreconcilable issues of strategic intelligence in a sharing context. This study further identifies and develops both conceptual and empirical framework for a viable intelligence capability in multi-agency institutions; exploring and suggesting, for the first time, necessary and acceptable conditions for collective intelligence in an environment characterised by conflicting objectives among international actors. It takes as its main premise the view that the United Nations and the world of intelligence are two separate and contradicting entities that conflict in both principles and operating doctrines. From this point of view, the author explores the many theoretical imperatives which set the two institutions apart and stand in the way of understanding the concepts. He also goes further to examine the contexts in which the contradictions could be harmonised. This book is one of a handful of studies; it is highly original in that it focuses on the relationship between intelligence and the United Nations. While previous efforts to examine the subject have approached it from a strictly practical point of view, this work is clearly focused on the linkages between theory and practice. The methodology is thoughtful and broad in scope, and the work is theoretically well informed and sophisticated in its analysis of the subject matter. The discussion of aspects of the theory of international relations--specifically those relevant to the role of international governance and the examination of the working of the UN--and several case studies of the UN in action are further characteristics of the rigor and clarity in which the author approaches the study in an intelligent and illuminating manner. While the book's many contributions can be found at various levels of originality, its thorough assessment of the linkage between theory and policy stands out, perhaps, as the most important and primary contribution to the areas of collective intelligence and international relations. Other important contributions include the case study analyses and specification of criteria for evaluating collective security intelligence mechanisms. In essence, a lack of scholarly efforts to ground the notion of collective intelligence within a rigorous intellectual framework is a significant vacuum in the study of intelligence which the present study has filled.
