This book is the first systematic attempt to address emerging land markets and their implications for poverty, equity, and efficiency across a number of African countries. The high incidence of poverty and the need for increased agricultural productivity remain acute in rural areas of sub-Saharan Africa, where a lack of secure land rights and a growing scarcity of land relative to the size of the population are becoming increasingly critical issues. Indeed, land issues in the region are high on the international policy agenda. Yet our knowledge about land tenure security and other rural factor markets (such as labor, oxen, manure, purchased inputs, and credit) is far from adequate to formulate sensible policies. The case studies in the book show that, while land markets and especially informal markets have been rapidly emerging in densely populated parts of Africa - and have generally been to the benefit of the poor--their functions remain imperfect. This is due to policy-induced tenure insecurity and the fragmentation of agricultural land. Applying rigorous quantitative analyses, the book provides a basis for taking into account the role of land markets in national land policies. All too often, the authors argue, land policies have been extreme, either prohibiting all land transactions or giving unrestricted freehold rights to a small elite at the expense of the poor. From the long experience in Asia, it is known that such policies are detrimental to both production efficiency and equity of land use. The authors argue that future policies in Africa should work with the markets. Regulations should be imposed only with careful testing that they are having the intended effects. The Emergence of Land Markets in Africa is a resource for teaching in developed and developing countries, as it provides both comprehensive reviews of the literature and detailed case studies. It is intended to facilitate the dialogue between researchers and policymakers, as well as inspire researchers to go further in their investigations and build an even stronger basis for good policies. The Emergence of Land Markets in Africa is the first publication in the new Environment for Development (EfD) book series. This book focuses on empirical experiences related to market development, and specifically new markets with structurally different characteristics than mainstream markets. Rural Development and the Construction of New Markets analyses newly constructed markets as nested markets. Although they are specific market segments that are nested in the wider commodity markets for food, they have a different nature, different dynamics, a different redistribution of value added, different prices and different relations between producers and consumers. Nested markets embody distinction viz-a-viz the general markets in which they are embedded. A key aspect of nested markets is that these are constructed in and through social struggles, which in turn positions this book in relation to classic and new institutional economic analyses of markets. These markets emerge as steadily growing parts of the farmer populations are dedicating their time, energy and resources to the design and production of new goods and services that differ from conventional agricultural outputs. The speed and intensity with which this is taking place, and the products and services involved, vary considerably across the world. In large parts of the South, notably Africa, farmers are ‘structurally’ combining farming with other activities. By contrast, in Europe and large parts of Latin America farmers have taken steps to generate new products and services which exist alongside ongoing agricultural production. This book not only discusses the economic rationales and dynamics for these markets, but also their likely futures and the threats and opportunities they face.

This book is the result of a long-term cooperation between French and East African scholars and universities under the aegis of the French Institute of Research in Africa (IFRA-Nairobi). This book presents the main results of the research program Cooperation for University and Scientific Research (CORUS): Mountains and Small and Medium Cities in East Africa: Environmental Management, Flows of People and Resources, funded by the French Ministry of Foreign Afairs and supported by IFRA-Nairobi. The specific subject is to rethink the development of the East African mountains in relation to the fast growing towns and cities that surround them. Three East-African mountains were chosen: Mount Kenya, Mount Elgon (Ugandan side) and Uporoto Mountains (Tanzania). Comparisons are included, especially with Mount Kilimanjaro, which has been studied in previous books and programs (e.g. Kilimanjaro: Mountain, Memory and Modernity, Mkuki na Nyota, Dar es Salaam, 2006). Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems.
