Although Chinese and global demand, low commodity prices and rising wages will continue to challenge trade growth in 2016, Indonesia remains on a positive trajectory. Rising domestic demand, increasing liberalization measures, improvements to the investment climate and a shift towards value-added production will bolster both exports and investment. At the same time, new trade agreements with the world's largest economies look set to drive long-term trade expansion. Prudent government policy, an ambitious reform agenda and rising recognition of the role of the private sector should help to keep investment and trade stable in 2016, and despite exports and growth have dipped in recent years, the country is well positioned to make the crucible transformation from a consumption- to investment-based economy.

This 2017 Article IV Consultation highlights that the Indonesian economy has continued to perform well. The economic outlook is positive. Real GDP growth is projected at 5.1 percent in 2017, rising gradually to 5.6 percent over the medium term, led by robust domestic demand. Inflation is projected to remain about 3.5 percent, within the official target range, owing to stable food and administered prices, and well anchored inflation expectations. The current account deficit is expected to remain contained at near 2 percent of GDP owing to firm commodity prices and robust exports. Risks to the outlook remain tilted to the downside, including spikes in global financial volatility, uncertainty around the United States economic policies, lower growth in China, and geopolitical tensions.

Indonesia has experienced strong economic growth and steady poverty reduction over the past decade,but the end of the commodity boom, accompanied by slowing poverty reduction and rising inequality, has put pressure on the country's overall economic development. Indonesia's average annual growth rate was 5.6 percent in the period 2001-12, equivalent to a GDP per capita of about US 3,500 dollars. The national poverty rate was halved to 11.2 percent in the period from 1999 to 2015, largely through sustained growth and job creation. However, the decline in commodity prices and demand slowed growth to 4.8 percent in 2015 and 5.1 percent in 2016. The pace of poverty reduction also began to stagnate around this time, with a near zero decline in 2015, accompanied by rising inequality, from 30 points in 2000 to 41 points by 2014, as measured by the Gini coefficient.

Troubled Transit considers the situation of asylum seekers stuck in limbo in Indonesia from a number of perspectives. It presents not only the narratives of many transit migrants but also the perceptions of Indonesian authorities and of representatives of international and non-government organizations responsible for the care of transiting asylum seekers. Fascinated by the extraordinary and seemingly limitless resilience shown by asylum seekers during their often lengthy and dangerous journeys, the author highlights one particular fragment of their journeys — their time in Indonesia, which many expect to be the last stepping stone to a new life. While they long for their new life to unfold, most asylum seekers become embroiled in the complexities of living in transit. Indonesia, a vast archipelago of more than 17,000 islands, is more than a location where people spend time waiting; it is a nation state that interacts with transiting asylum seekers and formulates policies that have a profound impact on their experience in transit there. Troubled Transit tries to explain the complexities faced by the transiting migrants within the context of the Indonesian government and its political challenges, including its relationship with Australia. The Australia-centric view of recent asylum seeker issues has tended to ignore the larger socio-political context of the migratory routes and the perspectives of transit states towards asylum seekers stuck in transit. This book hopes to direct the Australia-centric gaze northwards to take Indonesian policies and policymaking into account, thereby giving Indonesia more relevance as a transit country and as an important partner in regional protection schemes and migration management. Even though some Indonesian policies and practices are less than favourable for asylum seekers, and even reprehensible from a human rights perspective, more attention must be paid to ongoing developments that impact on transiting asylum seekers in Indonesia if any of the hardships they suffer there are to be alleviated.

This economy profile presents the Doing Business indicators for Indonesia. To allow useful comparison, it also provides data for other selected economies (comparator economies) for each indicator. Doing Business 2017 is the 14th in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Economies are ranked on their ease of doing business; for 2016 Indonesia ranks 106. Doing Business sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium-size business when complying with relevant regulations. It measures and tracks changes in regulations affecting 11 areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency, and labor market regulation. Doing Business 2017 presents the data for the labor market regulation indicators in an annex. The report does not present rankings of economies on labor market regulation indicators or include the topic in the aggregate distance to frontier score or ranking on the ease of doing business. The indicators are used to analyze economic outcomes and identify what reforms have worked, where, and why. The data in this report are current as of June 1, 2016 (except for the paying taxes indicators, which cover the period January-December 2015).
