A number of Jordan’s key economic indicators have improved over the last year and GDP is forecast to grow by 3.5% in 2014. Jordan’s reliance on energy imports is being addressed with increased focus on domestic oil shale reserves and nuclear energy, while plans to build a pipeline through the country from Iraq will provide a stable oil supply at discounted rates. Jordan’s expanding population has put pressure on state services, particularly health, where the private sector is expected to play an increasingly prominent role. Tourism revenues rose in 2014 and, with the unveiling of a new arrivals terminal at Aqaba International Airport and plans for a national rail network, these are expected to rise further in the coming years. All in all, continued political stability, large scale transportation developments, the availability of a young, educated workforce and government efforts to reduce the fiscal deficit and the country’s reliance on energy imports should ensure Jordan maintains its strong position in the region.

This paper discusses Jordan’s Sixth Review Under the Stand-By Arrangement, Request for Waivers of Applicability of Performance Criteria (PC), and Rephasing of Access. PC Program performance remains broadly on course. All end-March 2015 PCs are expected to be met. Structural performance saw improvement, including the pre-approval of a credit bureau and the establishment of a new public investment framework. There is an urgent need for broad-based policy actions in the labor market to put the unemployed into jobs, increase female labor force participation, and reform public-sector compensation and hiring practices. The IMF staff supports the completion of the sixth review and the related purchase.

The Jordanian Labor Market: Between Fragility and Resilience fills an enormous gap in our knowledge regarding the region's labor market during a period of substantial instability and new challenges for Jordan. Prior to the refugee crisis the Jordanian economy and labor market had been shifting in a positive direction. An enormous influx of Syrian refugees, however, created unanswered questions of how the region's labor market would fare. The Jordanian Labor Market leverages the 2016 Jordan Labor Market Panel Survey to provide answers to some of these questions. The movement of displaced people, migrants and refugees has become increasingly important around the world, leading to a need for increased scrutiny of global responses and policies towards migration. This book focuses on the Middle East, where many nations are part of this global phenomenon as both home, transit and/or host country. Refugee Governance, State and Politics in the Middle East examines the patterns of legal, political and institutional responses to large-scale Syrian forced migration. It analyses the motivations behind neighbouring countries' policy responses, how their responses change over time and how they have an impact on regional and global cooperation. Looking in particular at Turkey, Lebanon and Jordan, three of the world's top refugee hosting countries, this book explores how refugee governance differs across countries and why they diverge. To theorize variations, the book introduces multi-pattern and multi-stage refugee governance models as two complementary analytical frameworks. The book further argues that each of these three states’ refugee responses is constructed based on three main factors: internal political interests, economic-development related concerns, and foreign policy objectives as well as interactions among them. The World Bank has partnered with the Commitment to Equity Institute at Tulane University to implement their diagnostic tool—the Commitment to Equity (CEQ) Assessment—designed to assess how taxation and public expenditures affect income inequality, poverty, and different economic groups. The approach relies on comprehensive fiscal incidence analysis, which measures the contribution of each individual intervention to poverty and inequality reduction as well as the combined impact of taxes and social spending. The CEQ Assessment provide an evidence base upon which alternative reform options can be analyzed. The use of a common methodology makes the results comparable across countries. This volume presents eight country studies that examine the distributional effects of individual programs and policy measures—and the net effect of each country’s mix of policies and programs. These case studies were produced in the context of Bank policy dialogue and have since been used to propose alternative reform options.
