Madison's War, as the second war with England was often called, will probably ever be regarded with very mixed senti ments by the American people. How far Mr. Mad ison inherited from his predecessor the conditions leading to that war it has been attempted to show in this volume; and every effort has been made to tell the story of the war in its causes, mode of proseou tion, and effects, as fully as could, perhaps, appear desirable. According to the plan of this entire work, it has, however, been deemed advisable or necessary to distribute events, somewhat, as the different char acters were more or less prominent. Consequently some portion of the history of the War of 1812 must be sought for in other parts of this work, particularly in the seventh and ninth volumes. The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence. Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure. Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time. Anyone who knows anything of Korean music probably knows something of Hwang Byungki. As a composer, performer, scholar, and administrator, Hwang has had an exceptional influence on the world of Korean traditional music for over half a century. During that time, Western-style music (both classical and popular) has become the main form of musical expression for most Koreans, while traditional music has taken on a special role as a powerful emblem of national identity. Through analysis of Hwang's life and works, this book addresses the broader question of traditional music's place in a rapidly modernizing yet intensely nationalistic society, as well as the issues faced by a composer working in an idiom in which the very concept of the individual composer was not traditionally recognized. It explores how new music for traditional instruments can provide a means of negotiating between a local identity and the modern world order. This is the first book in English about an Asian composer who writes primarily for traditional instruments.
