Mexican migration to the United States has been a very important issue throughout the twentieth century, and its relevance has reached unprecedented levels during the last two decades. Even though there is a huge body of literature that analyses many different aspects of this phenomenon, the economic performance of migrants with respect to the Mexican labour markets has received very little attention. This paper aims at filling this gap by presenting new evidence on the effect that migration to the United States has on labour market outcomes of Mexican workers. It uses data from the Mexican National Survey of Urban Labour (ENEU) for the period 1994-2002. Among other advantages, the panel structure of the survey is ideal for minimizing the problems of self-selection bias that are common in most of the alternative data sources. Fixed-effects estimation indicates that Mexican workers that migrate temporarily to the United States obtain significantly higher earnings in the U.S. labour market than in the Mexican one during the period of migration. They also tend to work longer hours and face a generally higher likelihood of non employment during the period of return migration. Finally, the gains from temporarymigration are lower for more skilled workers and for those migrating from the most distant regions in Mexico, relative to the United States.

My thesis dissertation focuses on the temporariness of migration, its diverse effects as well as on migration selection. The first paper, A Dynamic Model of Return Migration analyzes the decision process underlying return migration using a dynamic model. We explain how migrants decide whether to stay or to go back to their home country together with their savings and consumption decisions. We simulate our model with return intentions and perform policy simulations. The second paper, Remittances and Temporary Migration, studies the remittance behaviour of immigrants and how it relates to temporary versus permanent migration plans. We use a unique data source that provides unusual detail on the purpose of remittances, savings, and return plans, and follows the same household over time. Our results suggest that changes in return plans lead to large changes in remittance flows. The third paper, Savings, Asset Holdings, and Temporary, analyzes how return plans affect not only remittances but also savings and the accumulation of assets. We show that immigrants with temporary return plans place a higher proportion of savings in the home country and have accumulated a higher amount and share of assets and housing value in the home country (compared to the host country). Finally, the fourth paper, Migrant Selection to the U.S.: Evidence from the Mexican Family Life Survey (MxFLS), studies the selection in terms of skills of recent migrants to the United States using the MxFLS. We highlight the important age gradient of migration, the different education attainment between age cohorts in Mexico and show the implications when analyzing migrant selection. Our claim is that in order to properly study the self-selection of migrants, it is necessary to compare migrants to non-migrants of the same age cohort.

A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.

Although the demand for low skilled labor in the United States has long been identified with the flow of migration from Mexico, the associated supply conditions of this migration remain a relatively neglected topic of research. Using a national migration survey (ENEFNEU), three determinants of the propensity for individual temporary migration from Mexico to United States are examined: individual characteristics, structural characteristics of the region of origin, and historical migration patterns. The levels and changes in patterns of temporary migration during the 1974-78 period are investigated, including consideration of the development of new source regions in Mexico. Previously developed migration networks are found to play a key role in explaining more current patterns of temporary migration.

The research reports and statements by government representives contained in this volume were presented at the Policy Workshop on International Migration in Asia and the Pacific held at Bangkok from 15-21 October 1985. The workshop was the final activity of a 2-year Economic and Social Commission for Asia and the Pacific (ESCAP) project on international migration policy in Asia and the Pacific, funded by the UN Fund for Population Activities. The 2nd phase of the project includes the studies reported in this volume, which were intended to be exploratory. They were meant to assess the current state of knowledge regarding return migration and to identify critical issues that would require further investigation. 5 of the studies are concerned with return migration from temporary employment, primarily in the Middle East. Because many of the labor-sending countries of the Mediterranean basin experienced a rapid expansion of labor emigration (largely to northern and western Europe) and a contraction of the flow and increase in return migration prior to current trends in Asian labor migration, it was felt that a background paper on that experience would be value to policy makers in the ESCAP region. Migration from the Pacific sub-region of ESCAP is both of more variable duration and less heavily labor-oriented than temporary migration from Asian countries to the Middle East. The workshop's objectives were 1. to bring together researchers and policy makers to review carefully the results of the 7 studies carried out as part of the project, 2. to relate the research findings to feasible government policies for the reintegration of returning labor migrants, and 3. to make and disseminate policy recommendations to governments in the ESCAP region.
