It is well-documented that leaders' conceptual complexity can affect their decision-making, but what about its broader effects on political violence? While Hermann & Sakiev (2011) and Conway & Conway (2011) have examined terrorists' conceptual complexity before attacks, this study generates a more extensive analysis by examining weapon types and target types. This research explored the connection between a terrorist leader's level of conceptual complexity and the violent attacks their organizations commit, arguing that complexity lowers before an attack and after the 9/11 terrorist attacks. It employed a content analysis of Osama bin Laden's rhetoric from 1999 to 2003 to discern levels of conceptual complexity. Out of more than 150 relevant pieces of rhetoric, 15 speeches, interviews, and statements were hand-coded, then compared to the total number, type, and magnitude of terrorist attacks committed during the correlating time frames using data from the Global Terrorism Database. Results show that bin Laden's conceptual complexity levels rose before an attack and more than doubled after 9/11. The potential impact of this research is notable. At a theoretical level, it supports previous findings on terrorist complexity while providing a new dimension of weapon type and target type. However, it would have an equally significant impact at the professional level by providing a method to implement specific security policies according to identify trends. Thus, giving counterterrorism professionals another potential tool to prevent harm.

"The terrorist attacks of September 11, 2001, did symbolic as well as literal damage. A trace of this cultural shock echoes in the American idiom 9/11: a bare name-date conveying both a trauma (the unspeakable happened then) and a claim on our knowledge. In the first of the two interlinked essays of this book, the author proposes the notion of virtual trauma to describe the cultural wound that this name-date both deflects and relays. Virtual trauma describes the shock of an event at once terribly real and utterly mediated. In consequence, a tormented self-reflexivity has tended to characterize representations of 9/11 in texts, discussions, and films, such as World Trade Center and United 93. In the second half of the book, the author examines the historical and philosophical infrastructure of the notion of war on terror. He argues that the declaration of war on terror is the exemplary postmodern sovereign speech act: it unleashes war as terror and terror as war, while remaining a crazed, even in a certain sense fictional performative utterance. Only a pseudosovereign--the executive officer of the world's superpower--could have declared this absolute, phantasmatic, yet terribly damaging war. President Barack Obama took office determined to fight terrorist networks such as al Qaeda more effectively by moving away from the most visible symbols and rhetorical framework of former President George W. Bush's "Global War on Terror." The Obama administration seeks to rebuild relations with the Muslim mainstream, marginalize violent extremists and deprive them of popular support, strike hard at terrorist networks and their havens and undermine extremist narratives by restoring American adherence to the rule of law. It seeks to move away from the distorting lens of terrorism in its dealings with the Muslim communities of the world and to define the threat as violent extremism instead of radical Islam. Though there are significant differences between this strategy and that of the Bush administration in the first half decade after the 9/11 attacks, there is also substantial continuity with the policies and philosophies adopted by the Bush administration in its final two years. The Obama administration built on those efforts, taking advantage of the opportunities offered by a presidential transition and increasing efforts in a range of key areas: engagement, outreach and a rhetorical commitment to restoring the rule of law on the one hand, and on the other, escalated (though not publicly acknowledged) drone strikes and counterterrorism partnerships in the ungoverned spaces where al Qaeda and its affiliated movements thrived. While the administration's policy has taken on clearer contours over the last year and a half, it is still easier to say what it is not rather than what it is. President Obama has not yet articulated an effective strategy to the American public. The administration must fill this void. If the strategy cannot be better articulated and a new approach institutionalized in a durable and robust set of institutional commitments and legal authorities, then there is a real risk that it will collapse in the face of challenges or setbacks. Now is the time for the Obama administration to lay out a clearly articulated strategic vision.
