Gender serves as a lens that makes visible important issues in the field of representation: Whom do elected politicians represent? What is at stake in the parliamentary process? What do we know about the interplay between parliaments and the everyday lives of citizens? It is widely understood that women’s presence in government matters but we need to understand the conditions under which it matters more clearly. Using Sweden as a case study, a country where the number of women elected to the national parliament has steadily risen since the 1970s, Lena Wängnerud presents a novel approach on which characteristics inside a parliament help translate physical representation into substantive representation for women. Using three guiding principles: (i) the implementation of equal opportunities for women and men to influence internal parliamentary working procedures; (ii) the creation of room for women’s interests and concerns on the political agenda; and (iii) the production of gender-sensitive legislation, Wängnerud shows what are the necessary conditions for women’s needs, interests, and concerns to be adequately integrated into parliamentary processes. How can we explain the evolution of legislatures in Western Europe? This book analyses ninety procedural reforms which restructured control over the plenary agenda and committee power in Britain, France, Sweden, and Germany between 1866 and 2015. Legislatures evolve towards one of two procedural ideal types: talking (where governments control the agenda) or working legislatures (with powerful committees). All else being equal, legislators' demand for mega-seats on legislative committees triggers the evolution of working legislatures. If, however, legislators fail to centralize agenda control in response to anti-system obstruction, legislative procedures break down. Rather than a decline of legislatures, talking legislatures accordingly indicate the resilience of legislative democracy. In conclusion, the book shows the causal nexus between procedural reforms and (legislative) democracy.

This book uses Sweden as a test case to analyze how parliament and elected representatives function in a representative democracy. Despite the status of Scandinavian countries as perhaps the world’s most egalitarian societies, the book argues that the best summary characterization of Swedish representative democracy is an elitist system run from above. The book also argues that an individualist representational model is relevant to the Swedish setting and most likely, to other settings as well. Representative democracy is not just party-based democracy - not even in a country with strong and disciplined parties. The book takes a broad approach to the study of political representation. It integrates into a single analytical framework concepts and theories from neighbouring traditions such as legislative behaviour, opinion formation and interest organizations. The study is based on a comprehensive set of data, including three surveys of the Members of the Swedish Parliament, corresponding voter surveys and content analysis of mass media and parliamentary records.
