Henry Jones Ford (1851-1925) was a political scientist, journalist, university professor, and government official.Ford worked as a managing editor and editorial writer from 1872 to 1905, at six different newspapers in three cities (Baltimore, New York and Pittsburgh). Later returning to Baltimore (his hometown), Ford taught at Johns Hopkins University, and afterwards taught at the University of Pennsylvania. He later took a job as professor of politics at Princeton University, at the request of the university's then-president, Woodrow Wilson. Ford's association with Wilson would take him also into politics. When Wilson became governor of New Jersey, he appointed Ford Commissioner of Banking and Insurance; after Wilson became president, Ford was sent to the Philippines on a special mission, reporting directly to the president, and toward the end of Wilson's presidency Ford was named to a position on the Interstate Commerce Commission. Their association would also result in Ford's book Woodrow Wilson, the Man and His Work, which was an account of Wilson's experience on the presidential campaign trail. Ford served as president of the American Political Science Association from 1918 to 1919.

Consideration of questions of public policy or of party issues does not enter into the plan, and they are referred to only as they have affected the formation of political structure; but in this respect their influence has been so continuous that the work presents a view of our political history from colonial times to the present day. The object, however, has been to give an explanation of causes rather than a narrative of events, so that the reader may understand the actual system of government under which we live. Our politics do not become intelligible until they are viewed as an offshoot from English politics, and the growth of the variety is studied with regard to the characteristics of the stock. This is the method pursued in the present work, with results which, I hope, will show the operation of principles of order and progress. Washington think tanks such as the Brookings Institution, the American Enterprise Institute, and the Heritage Foundation have become so large and influential in recent years that they now constitute virtually a new branch of the political system. In this engrossing and lively book, David M. Ricci brillantly explores the parallel and convergent social, economic, and political trends within America that have transformed government in Washington and led to the development and prestige of these public policy research centers. Ricci argues that since the late 1960s Americans have lost sight of the familiar guidelines that used to help them assess issues and have become more hospitable to think tank research and advice.
