The United States is witnessing a transformation of Central Asia-a critical yet highly understudied and misunderstood area of the world, which is seeing growing influence of China, India, and Russia. The agendas of these actors, as well as the United States, Japan, the EU, Turkey, and Iran, among others, have enabled Central and South Asian countries to shrink their connectivity gaps dramatically in the last 2 decades, aiding the U.S. grand strategy of advancing global connectivity. However, they could also potentially undermine a multidirectional connectivity and limit development choices for the Central Asian states, generating challenges and opportunities for the United States, whose global influence is receding. The U.S. future global and regional role and capabilities will depend on how well Washington adjusts its grand strategy in response to current and projected economic and geopolitical trends in the era of rising powers. As the United States calibrates its ends and means, its assessment of the importance of Central and South Asia for its strategy will in large part hinge on security trends unfolding in Afghanistan and Pakistan. Whether Central Asia will become a major pillar of the U.S. grand strategy, given the rise of China and India and the resurgence of Russia, remains unclear. But its goals of supporting sovereignty, democratization, and inter-regional links in Central and South Asia offer some hope that Washington will continue to support the region's global connectivity, preferably by pursuing an engaged, long-term, and substantive regional strategy.

Concerns about China’s ambitions to return to global centre stage as a great power have recently begun to focus on the Digital Silk Road (DSR), an umbrella term for various activities – commercial and diplomatic – of interest to the Chinese government in the cyber realm. Part of (or a spin-off from) the 2013 Belt and Road Initiative, by 2020 the DSR had become a focal point of China’s foreign policy. But the DSR remains ill-defined and poorly understood. At the heart of such concerns is not that Chinese technology companies are becoming globally competitive, but rather that Beijing could use them to ‘rewire’ the global digital architecture, from physical cables to code. Dominance by Chinese technology could shift global norms from a free cyber commons to competing systems of cyber sovereignty or cyber freedom. This Adelphi book brings together eight experts to examine the development of the DSR, explore its impact on economics, security and governance in recipient countries, and assess the broader impact on patterns of economic and technological dependence, on the emerging rules and norms of tech globalisation, and on global geopolitics and great-power relations. Beijing has grasped the opportunity to leverage the entrepreneurial strengths of its private tech sector to gain prominence in the world’s digital ecosystem. But the more interventionist Beijing becomes, the more Chinese firms will be seen as instruments of the state, and the greater the pushback against Chinese technology and the DSR may be. To achieve great-power status and global centrality, Beijing might ultimately need to change tack. How it innovates in further rolling out Chinese tech across the world, and what the DSR will then look like, will have far-reaching impacts on global economics, politics and security.

The geological evolution of Central Asia commenced with the formation of a complex Precambrian–Palaeozoic orogen. Cimmerian blocks were then accreted to the southern margin in the Mesozoic, leading to tectonic reactivation of older structures and discrete episodes of basin formation. The Indian and Arabian blocks collided with Asia in the Cenozoic, leading to renewed structural reactivation, intracontinental deformation and basin development. This complex evolution resulted in the present-day setting of an elongated Tien Shan range flanked by large Mesozoic–Cenozoic sedimentary basins with smaller intramontane basins distributed within the range. This volume presents multidisciplinary results and reviews from research groups in Europe and Central Asia that focus on the western part of the Tien Shan and some of the adjacent large sedimentary basins. These works elucidate the Late Palaeozoic–Cenozoic tectono-sedimentary evolution of the area. Emphasis is given to the collision of terranes and continents and the ensuing fault reactivations. The impact of climatic changes on sedimentation is also examined.

Awakening to China's Rise provides the most comprehensive analysis to date of how Europe's major powers have responded to the re-emergence of China as a great power in world politics since the end of the Cold War. To do so, it puts forward a unique cross-regional comparison of how the major European powers (France, Germany and the United Kingdom) have confronted Chinese assertiveness both in the Asia-Pacific and in Europe. Firstly, it analyses their response to China's increasingly muscular regional posture in the Asia-Pacific through the development of diplomatic and security initiatives with partners in the region. Secondly, it delineates how they have confronted China's inroads into Europe, looking at the measures that they have taken to tackle Chinese investments in, and supply of, technologies in strategic sectors such as critical national infrastructures, dual-use technologies, and in the digital domain, including Huawei's 5G networks. A longstanding assumption in the IR literature has been that European foreign policies toward the People's Republic of China have been driven by a 'naïve' and self-interested focus on the economic opportunities presented by such a vast market, overlooking security considerations. This book challenges such common belief through a detailed examination of the policies of France, Germany and the United Kingdom from 1989 to the present. Its central argument is that, whereas this assessment aptly characterized the first two post-Cold War decades, Beijing's growing assertiveness after 2009 caused the three major European powers to awaken to China's rise. In the 2010s, heightened threat perceptions of China, coupled with increasingly competitive bilateral economic relations with the PRC, have gradually and cumulatively caused the hardening of their policy goals which, in turn, translated into the formulation of new policy instruments to confront such a challenge. To substantiate this argument, the book relies on a large body of previously undisclosed primary sources, including: 223 interviews conducted with senior officials in Europe (Berlin, Brussels, London, Paris), in the United States (Washington DC), and in Asia (Beijing, Shanghai, New Delhi, Seoul); declassified archival documents from France, the UK and Germany; leaked US diplomatic cables; and new data on European naval deployments.

Digital agriculture has the potential to contribute to a more economically, environmentally and socially sustainable agriculture and meet the agricultural goals of a country or a region more effectively, and both ICTs and agriculture are important enablers in achieving SDGs. Most stakeholders have long recognized the need for national e-agricultural strategies. Nevertheless, most of the countries have not yet implemented a national strategy for the agricultural sector's use of ICTs. ITU Offices for Europe and CIS regions in collaboration with FAO Regional Office for Europe and Central Asia developed this report on state of Digital Agriculture and Strategies developed in 18 countries. The emerging role of ICTs in Europe and CIS region is clearly observed and experienced as an engine for agricultural development, especially in view of the growing demand for reliable information and its quick access at all levels of the industry.
