Contesting Spain? The Dynamics of Nationalist Movements in Catalonia and the Basque Country offers an exploration of the dynamics behind contemporary shifts in the orientation of nationalist parties and movements with reference to Catalonia and the Basque country in Spain. The chapters were originally papers presented at a workshop held at the Barcelona Centre for International Affairs (CIDOB) in September 2014 as part of a research project on 'The Dynamics of Nationalist Evolution in Contemporary Spain', whose purpose was to gain a better understanding of why regionally-based nationalist movements have experienced shifting relationships with the Spanish state over time, in some periods appearing content with accommodation between central and regional government and at other times pushing to go beyond autonomist demands to seek sovereignty or even attain full independence. The volume is one of the first to focus comparatively on the rise of pro-sovereignty politics in mainstream nationalist parties, whose evolution has also featured more traditional impulses towards territorial accommodation within the wider state. Using the exceptionally rich laboratory provided by Spain, the book explores the dynamics behind shifts in the orientation of nationalist parties and movements once they have established themselves as electorally successful at regional level. Dimensions to the analysis include: the interaction of nationalist parties with central government; pressures from their support bases; competition between parties within the home region; and international influences. This title is innovative in bringing together experts with a range of disciplinary approaches: primarily political scientists but also historians and scholars located at the cusp between social sciences and humanities.

This book examines VOX, the first major and electorally successful populist radical right-wing party to emerge in Spain since the death of General Franco, and the restoration of parliamentary democracy in the late 1970s. In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics. This book explains the origins of the party, its ideology and relationship with democracy, its appeal with voters, and its similarities with (and differences from) other populist radical right parties in Europe. It draws upon a rich source of domestic as well as cross-national survey data and a systematic analysis of party manifestos which provide a detailed account of the rise of VOX and what its emergence means for Spanish politics. As recently as the mid-2000s, Catalonia was described and analysed by scholars as exhibiting a non-secessionist nationalism and was seen within Europe and beyond as a role model for successful devolution which had much to teach other parts of the world. The Spanish state seemed to be on a journey towards an authentic federal order and was generally admired. However, the new century has been marked by an ever-growing independence movement, with 47.8 per cent of Catalonia voting in favour of independence in September 2015. Pro-independence mobilization has produced a rupture in political relations with the rest of Spain leading to a sovereignty struggle with Madrid. This book explores how an accumulation of long-, medium- and short-term factors have produced the current situation and why the Spanish territorial model has been unable or possibly, unwilling, to respond. The Catalan question is not purely a Spanish problem: it has direct implications for the traditional nation-state model, in Europe and beyond.

Support for independence in the Autonomous Community of Catalonia has risen significantly since 2005. Opinion polls confirm that the idea of holding a legally-binding referendum on independence is now supported by 80% of Catalans. Many commentators on nationalism in Western Europe had come to the conclusion that there was no serious threat to the established nation-states from secessionism within their borders. In The Identity of Nations (2007), Montserrat Guibernau wrote that decentralisation 'tames secessionism, both by offering significant power and resources to the national minorities it seeks to accommodate and by enticing regional political elites with the power, prestige and perks associated with devolution'. Scott Greer, in Nationalism and Self-Government (2007), wrote that 'secession seems unlikely' in the Catalan case because the regional political elites have too much to lose by such a move and are most concerned with winning further autonomy in specific areas that stabilise their own hold on regional power - a conclusion called into question by the recent radicalisation in Catalan politics and civil society. Causes for these striking changes in public sentiment include changes in the Catalan political landscape since 2003, problems of infrastructure, public apathy with the political process, disillusionment with the Spanish government, a rise in anti-Catalan feeling from other Spaniards (and a rise in anti-'Spanish' feeling among Catalans), the effects of the global financial crisis, and the bumpy ride experienced by Catalonia's new Statute of Autonomy. One notable change has been a shift in the dominant discourse of Catalan nationalism from concerns regarding language, culture and identity toward the political and economic welfare of Catalans. These political and economic discourses have overlaid rather than replaced cultural aspects. Without question, the conflict was a key moment in the 20th century, a precursor to World War II, and an encapsulation of the rise of extremist movements in the 1930s, but it was also a complex narrative in and of itself, even as it offered a truly international theatre of war. It marked one of the seminal moments, along with the 1929 Wall Street Crash, between the two apocalyptic wars of the early 20th century, and since it occurred between 1936 and 1939, Spain proved to be a testing ground of tactics, weaponry, and ideology ahead of World War II. For the Allied powers Britain and France, Spain became a nadir of "appeasement," yet, as the name suggests, the conflict had distinctly Spanish characteristics. The pressures that led to war were particular to the country, its social challenges, and its long and intricate history, and it was a conflict between two sides that included disparate elements like the clergy, socialists, landowners, and even anarchists. It is estimated that somewhere between 500,000-2,000,000 people were killed in the war. Unlike World War II, the Spanish conflict attracted artists and writers, many of whom reflected upon events and even volunteered to fight. Pablo Picasso's painting Guernica, journalist Martha Gellhorn's reports, Robert Capa's iconic photography, George Orwell's Homage to Catalonia, and Ernest Hemingway's For Whom the Bell Tolls are just some examples of the art and literature that documented the war, and 80 years later, the conflict and its causes still inspire musicians and writers. Ultimately, the forces of reaction, led by General Francisco Franco, triumphed, and after his victory in 1939, Franco ruled Spain with an iron fist for 36 years. Thus, it's only natural that Franco's rapid yet unlikely rise to power in Spain came to define a country for several generations. Franco was influenced by the wider trends and forces of the 20th century, yet he would indelibly make his mark on Spain in his own right, and in the process become one of the most widely derided figures in contemporary history. After his victory in the Spanish Civil War, Franco used political ideas and ideology as it suited him, though he did seem to advocate conservatism, militarism, Catholicism and monarchism. Franco adeptly steered Spain through the Second World War and the Cold War without really committing the country to any specific engagements, but he still managed to secure support and backing from more powerful allies. For the people of Spain, however, Franco was far from the benevolent figurehead he portrayed himself to be. Franco's rule was vicious and spiteful, and persecution and oppression were ever present during his dictatorship. Franco's Spain was intolerant of dissent, and by the 1970s, the country appeared to outsiders to be completely under his control and influence. It seemed likely that his successors would continue to rule in his image or, more worryingly, that far left groups would challenge a post-Franco autocrat. Yet, in the end, Franco failed spectacularly, and within three years of his death a new constitution had been enacted that put in place a democracy and enshrined liberal and progressive values. Meanwhile, Spain's regions, another issue detested by Franco, such as Catalonia and the Basque Country, secured significant autonomy within the new constitution. The conservative model installed by Franco, which lacked women's rights, linguistic recognition, or trade unions, was overturned.
