The first summer study at IIASA brought together a cross-section of individ uals from different disciplines and nationalities. All the participants have had an interest in the role of risk analysis given the institutional arrangements which guide decision making for new technologies. This book contains edited versions of the papers presented at the meeting as well as a transcript of the discussions which took place. It provides the ingredients for a broader framework fcr studying the problems associated with technology and society where risk is representative of a much wider set of concerns than simply the probability and consequences of a hazardous accident. The Bundesministerium fuer Forschung und Technologie has an interest in promoting risk and safety research because of these new developments in society over the past ten years. In particular, there has been a diminished confidence in experts' statements on risk and a realization that many of the events which are being examined are not subject to detailed scientific analysis. There has also been an increasing recognition that distinctions must be made between analysis of the risk associated with an event and people's values and preferences. Another important development is the concern by the public that they participate more fully in the decision process on these issues. These concerns were articulated in both the papers and the open discussions at the summer study.

In May 1982, an earlier version of Chapter 5 was presented at the meeting of the Society for Philos ophy and Technology, held in conjunction with the American Philosophical Association meeting, Western Division, in Columbus, Ohio. Finally, earlier versions of Chapter 6 were presented in Boston in December 1981 at the Boston Colloquium for the Philosophy of Science, as well as at the University of Delaware in January 1982 and at the Biennial Meeting of the Philosophy of Science Association held in Philadelphia in October 1982. An earlier version of this same chapter was published in Philosophy of Science Association 82, volume 1, ed. T. Nickles, Philosophy of Science Association, East Lansing, Michigan, 1982. Discussions of science and values in risk management have largely focused on how values enter into arguments about risks, that is, issues of acceptable risk. Instead this volume concentrates on how values enter into collecting, interpreting, communicating, and evaluating the evidence of risks, that is, issues of the acceptability of evidence of risk. By focusing on acceptable evidence, this volume avoids two barriers to progress. One barrier assumes that evidence of risk is largely a matter of objective scientific data and therefore uncontroversial. The other assumes that evidence of risk, being "just" a matter of values, is not amenable to reasoned critique. Denying both extremes, this volume argues for a more constructive conclusion: understanding the interrelations of scientific and value issues enables a critical scrutiny of risk assessments and better public deliberation about social choices. The contributors, distinguished philosophers, policy analysts, and natural and social scientists, analyze environmental and medical controversies, and assumptions underlying views about risk assessment and the scientific and statistical models used in risk management.

The theme of this volume--risk analysis in the private sector--reflects a changing emphasis in risk analysis. Until re cently, attention has been focused on risk analyses conducted in support of federal regulatory decision making. Such analyses have been used to help set safety standards, to illuminate issues of regulatory concern, and to evaluate regulatory alternatives. As this volume indicates, however, risk analysis encompasses a broader set of activities. Analyses performed by private sector institutions aimed at preventing or reducing potential adverse health or environmental effects also play an important part in societal risk management.
