Abstract: The Role of Rail Transit Node for Place Making and Urban Development in Hong Kong Abstract ABSTRACT This dissertation is about place making at urban areas around rail transit node in Hong Kong for creation of a sense of place that encourages social interaction and urban activities to bring about vibrancy and to enhance liveability to the community at large. Railway transport plays a key role in public transportation in Hong Kong as it provides mass transit through the densely populated urban areas in Hong Kong which is fast, safe, efficient, reliable and environmental friendly as opposed to road transport. Transit node not only functions as a transportation station for railway network but also as an urban catalyst for development around it. Transit node involves large volume of passenger movement which generates commercial and social interaction opportunities and hence induces immense vitality and vibrancy to the surrounding area. Responsive urban design to station area is therefore needed to derive supportive urban environment to capture these potentials accordingly. This dissertation comprises two parts, i.e. Part One: Topic Study and Part Two: Design Proposal. The topic study seeks to research on the key qualities for formation of community-sensitive and people-oriented urban environment around transit node and to derive a set of corresponding principles for the application to the urban setting of Hong Kong. The conceptual design in the design proposal illustrates the application of the findings derived in the topic study. For the discussion in this dissertation, 'station area development' refers to the developments occur within the area at or around the transit node that can take advantage of the transit services and station facilities. The focus of this dissertation is the spatial characters and physical layout of the urban environment around the transit nodes of the Mass Transit Railway (MTR). Aspects related to government polices, real estates and land economics do not form part of the scope of this dissertation. The overall approach, methodology and limitation of this dissertation are explained in Chapter One. Chapter Two of this dissertation first gives a broad bush review to station area development around the current MTR transit nodes whereby to identify relevant issues on the urban setting and trend occurred through the development of MTR since 1979. This chapter also includes case studies to station area developments at three selected MTR transit nodes representing three different generations of MTR development. The findings form relevant perspective and focuses for the formulation of theoretical framework in Chapter Three. The theoretical framework established in Chapter Three involves literature review to key attributes for community sensitive station area development. The theoretical framework is established from three different approaches, i.e. transit-oriented, place-making and development/redevelopment. Findings from theoretical framework together with the broad bush review in Chapter Two are consolidated to derive the notion of - Transit Activated District (TAD) and the Principles for Transit Activated Development. Chapter Four of this dissertation includes a practical example to derive an urban design framework for transit activated developments in Aberdeen for the MTR South Island Line developm

The effects of climate change are beginning to be felt around the world with rising temperatures, changing precipitation levels, more frequent and severe storms and longer more intensive droughts threatening human life and livelihoods and damaging property and infrastructure. As such, society in all countries – both developing and developed – need to increase their resilience to the impacts of climate change, where resilience is the ability of a system to absorb stresses and adapt in ways that improve the overall sustainability of the system; enabling it to be better prepared for future climate change impacts. In this context, a climate resilient society is one that is: reflective (learns from experiences); robust (both people and infrastructure can withstand the impacts of extreme conditions); forward-thinking (with plans made to ensure systems function during extreme events); flexible (so systems and plans can change, evolve or adopt alternative strategies); resourceful (to respond quickly to extreme events); inclusive (so all communities including the vulnerable are involved in planning); and integrated (so people, systems, decision-making and investments are mutually supportive of common goals). The Climate Resilient Societies Major Reference Work includes chapters covering a range of themes that provide readers with an invaluable overview on how various levels of government have attempted to create climate resilient societies. In particular, each chapter, under its respective theme, will address how a government, or series of governments, at various levels in non-OECD and/or OECD countries, have implemented innovative climate resilient policies that seek synergies across strategies, choices and actions, in an attempt to build a climate resilient society. Each chapter will address one specific sub-theme out of the population of themes covered in the Major Reference Work: Water, Energy, Agriculture and Food, Built environment and Infrastructure, Transport, Human health, Society, Disaster, Business and Economy, and Financing Climate Resilience.

Abstract: STUDY ON UNDERGROUND SPACE DEVELOPMENT ----With Review and Suggestions for Tsim Sha Tsui ABSTRACT: The thesis is to study the transport-related underground development which is now being hotly discussed and commonly carried out in cities all around the world. Recently underground development is emerging along with the underground public transit system and as a new urban develop direction and an urban development solution for promoting sustainable city. Regarding to the urban conditions and urban development features of Hong Kong, transport-related underground development is favored, however, in reality underground development in Hong Kong is not advanced compared with many other cities. The key problem is that the Hong Kong government is still holding an outdate opinion about the potential of underground development and underestimate the value of underground space. Problem such as construction technique, land use right and so on restrict government's perspective about underground development and the government fails to initiate city-wide comprehensive transport-related underground development, and the government also ignores the importance of generating long-term vision and stating the role of underground development in urban planning and design. The objective of the study is to provide Hong Kong with strategy to promote transport-related underground development and set up comprehensive criteria so as to better prepared Hong Kong for the planning and design of the transport-relate underground space in the coming future. Hong Kong transport-related underground development has formed its rudiment in Tsim Sha Tsui. Proper planning and design of future underground development can benefit the city in many aspects. The possibilities of using underground space to support urban growth, to provide new urban public space, to enhance vicinity communities and so on have been explored in ways. The study urges the government to take on its responsibility and make full use of the strength of transport-related underground development to create a better future for Hong Kong. 1 DOI: 10.5353/th_b3970733 Subjects: Underground areas - China - Hong Kong - Planning Underground areas - Tsim Sha Tsui - Planning

Abstract: The growing virtual and physical mobility, in the form of matured ICT (Information and Communications and Technology) and fast transport infrastructure, has accelerated the movement of people, information and capital etc. There have been wide concerns on the loss of place identity due to the resultant increasing fluidity and temporality in place-based disciplines. Everyday life, as the daily routine, provides fixity and solidity in the spatial context. The research assumes that that everyday life constitutes a pivotal component in shaping personal identities; whereas the interaction between individuals and space, in turn influences the conception and perception process, and shapes a place and constructs its identity. The research investigates how mobility and everyday time-space allocation patterns have influenced the construct of place identity. MTR station areas in Hong Kong are selected as the test field due to the prevailing of intra-urban railway system as a sustainable way tackling the staggering travel demand, and the wide acceptance of urban spaces produced in the form of above-station podium mall with residential/office buildings by MTRC (HK). Given the fact that current station area development theories such as Transit-Oriented Development (TOD) and Node-Place Model have not provided an explicit concept on the shaping of place under the prevailing travel pattern and identical urban space, the necessity of studying the place-making process in the station area become evident. The research is conducted through various scaled perspectives. At the urban scale, all the station areas in Hong Kong are classified into ten clusters according to their employment activities. This reveals that the distribution of socio-economic activities in each station area reflects the everyday time-allocation pattern and associates with the physical mobility. At the station area scale, Kennedy Town and Po Lam are selected as two cases each presenting an identical community influenced by distinctive planning philosophy. Kennedy Town represents communities consisting of street blocks, whereas Po Lam represents master planned estates influenced by the Neo-liberalism. A total of 400 structured interviews have been carried out to collect time-space allocation data by time diaries and route maps. The findings uncover the time-space sections of the two communities, and lead to the conclusion that as transportation system mobilizes individuals, the distinctive identity in a particular place is outstretched and melted into other areas of the city. Route maps of classified social groups by time allocation patterns show that micro place identity is associated with the distribution of mobility power and the spatial flows of social groups. Yet the master-planned shopping mall and residential estates neutralize the asymmetric mobility power by manipulating the circulation and the retail facilities of everyday life needs, blurring the micro place identity by packaging it as a whole brand name. This study has contributed to the understanding of place identity from the perspective of mobility and the practice of everyday life at multiple scales. In addition, the research provides an international reference for future studies on the station areas with its detailed findings and unique methodology design. DOI: 10.5353/th_b5689299 Subjects:
