" This monograph describes how a failed state in 2030 may impact the United States and the global economy. It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. With such demographics, Nigeria's failure would be akin to a piece of fine china dropped on a tile floor--it would simply shatter into potentially hundreds of pieces."--DTIC abstract.

With the success of the Apollo 11 landing on the Moon, Wernher von Braun presented an ambitious plan for manned missions to Mars as soon as the 1980s to the Space Task Group for consideration by President Richard Nixon as the next step in America's space program. Nixon rejected the plan, and the goal of humans on Mars remains unfulfilled. Here are the technical details of his incredible nuclear rocket powered proposal, which was based on studies by Boeing in 1968. Contents: Boeing 1968 Study Volume 1 * Boeing 1968 Study Volume 2 * 1969 von Braun Manned Mars Mission Proposal * von Braun's Integrated Space Program, 1970-1990. In his presentation, von Braun wrote: With the recent accomplishment of the manned lunar landing, the next frontier is manned exploration of the planets. Perhaps the most significant scientific question is the possibility of extraterrestrial life in our solar system. Manned planetary flight provides the opportunity to resolve this universal question thus capturing international interest and cooperation. The information presented here describes a method of landing men on the planet Mars in 1982. The scientific goals of the mission are described and the key decision dates are identified. The 1981 manned Mars mission (1982 landing on Mars) is shown as an integral part of the total space program for the next two decades. The systems and experience resulting from the Apollo program and the missions proposed for the 1970's provide the technical and programmatic foundation for this undertaking. A 1982 manned Mars landing is a logical focus for the programs of the next decade. Although the undertaking of this mission will be a great national challenge, it represents no greater challenge than the commitment made in 1961 to land a man on the moon. Several different modes are possible for accomplishing Mars landing missions, each with its peculiar advantages and disadvantages. The typical Mars Landing Mission begins with the boost of the planetary vehicle elements into Earth orbit utilizing the Saturn V and Space Shuttle vehicles. Following assembly of the complete planetary vehicle in Earth orbit, the Earth departure phase of the mission is initiated. The Mars vehicle then begins a 270-day journey to Mars. This is by no means an idle phase of the mission. In addition to observations of Mars, many other experiments and measurements will be made on both the Earth-to-Mars and Mars-to-Earth legs of the trip that are of prime scientific importance. The spacecraft represents a manned laboratory in space, free of the disturbing influences of the Earth. The fact that there will be two observation points, Earth and the spacecraft, permits several possible experiments regarding the temporal and spatial features of the interplanetary environment. In addition, the spacecraft can be used to supplement and extend numerous observations conducted from Earth orbital space stations, particularly in the field of astronomy. It is possible, for example, that as yet unidentified comets might be observed for the first time.

The history of the world's first atomic explosion on July 16, 1945 at the Trinity test site in southern New Mexico is covered in this unique compilation of reports and publications. The report of the Los Alamos Scientific Laboratory provides a comprehensive record of the atom bomb test; other publications reveal secrets of the test site. The introduction of the report states: Preparations for the Trinity test were started in March 1944 and culminated in a 100-ton rehearsal shot on May 7, 1945 and the final gadget test shot on July 16, 1945. The purposes of this report are: To put on record the development, scope, and type of operations involved in the July 16, 1945 atomic bomb test with recommendations for future operating procedure; to collect in one place all the reports relating to the apparatus and results, planning, and administration. A test of the atomic bomb was considered essential by the Director and most of the group and division leaders of the Laboratory because of the enormous step from the differential and integral experiments, and theory, to a practical gadget. No one was content that the first trial of a Fat Man (F.M.) gadget should be over enemy territory, where, if the gadget failed, the surprise factor would be lost and the enemy might be presented with a large amount of active material in recoverable form. The only thing that could finally settle the many questions current before the test was an actual experiment with full instrumentation. Plans were made for yields from 100-10000 tons with the most probable value 4000 tons (July 10, 1945). The safety of personnel and structures was insured for yields as great as 200000 tons. The final functioning of the bomb showed that the prior work had been excellent in every respect and no vital factor had been overlooked... In the winter and spring of 1944, the possibility that the first test bomb would not work at all was constantly in mind. Discussions had been held between S. Neddermeyer, G. B. Kistiakowsky, J. R. Oppenheimer, and others to consider the construction of a large pressure vessel that would be able to contain the active material and products of the explosion of a high explosive, if the operation of the first atomic bomb should be a complete fizzle. The need for the containing vessel was based on the uncertainties of the behaviour of the bomb and the desirability of conserving active material.Contents include: CALIBRATION AND REHEARSAL SHOT * Plan and Organization * Firing of 100-Ton Shot * Results of the 100-Ton Shot * Report on First Trinity Test * Purpose of Test * General Character of the Test * Program of Measurement and Observation * Organization for Carrying Out the Program * Behaviour of the Implosion * Nuclear Energy Released * Damage Effects Produced * Overall Behaviour of the Explosion and Its After Effects * Meteorological Observations * Health Control * Conclusion * Post 100-Ton, Suggestions For Improved Facilities and Procedure: Suggestions for Improvements * Conclusions Concerning the 100-Ton Test * PREPARATIONS FOR THE JULY 16 TEST * Coordination of Preparations * Consultants * Weekly Meetings * Acceptance of New Experiments * Prompt Dissemination of General Information * Coordination of Construction * FINAL PREPARATIONS FOR REHEARSALS AND TEST * Schedule * Timing and Wiring Layout -- Electronics * Shelter Chiefs * Arming Party * Location and Time of Shot * Protection Against Radiation -- Base Camp * Directions * Health and Monitoring Organization and Preparations * Introduction * Organization of Medical Group (TR-7) * Equipment of Medical Group * Plans for Monitoring -- Before Shot * Plans for Monitoring -- Time of Shot * Plans for Monitoring -- After Shot * Immediate Hazards * Delayed Hazards * Meteorology * WORK PRECEDING AND INCLUDING ASSEMBLY AT TRINITY * Preliminary Tests * Preparations at Y * Procedure for Final Assembly * RADIAL DISTRIBUTION OF NEUTRONS, GAMMA RADIATION, AND THERMAL RADIATION * Neutrons * Fast Prompt Neutrons

This work seeks to explain how both exogenous and endogenous factors may shape the characteristics of American far right violence, including political, demographic, and economic factors. Findings indicate that contentious and conservative political environments as well as the political empowerment are positively associated with the volume of violence; thus, it is not only feelings of deprivation that motivate those involved in far right violence, but also the sense of empowerment that emerges when the political system is perceived to be increasingly permissive to far right ideas. These trends contradict predominant perceptions which associate motivational forces that facilitate political violence with the unbalanced allocation of goods, and provide support for explanations which focus on correlations between violence and perceived changes in the sociopolitical structure. While the findings are not particularly strong with regard to the relationship between the level of violence and economic factors, when looking at the trends in violence not only in relation to time, but also across space, and considering demographic indicators, it is clear that the violence is concentrated in heterogeneous areas, thus supporting theoretical assumptions associating intra-community violence with community cohesiveness and its members' perceptions regarding community boundaries. It is therefore clear from a policy perspective that more effort is needed to create effective integration mechanisms in areas in which we see growing ethnic, religious and cultural diversity. Finally, this work provides additional insights that raise new questions for further research, such as the perceived limited correlation between the level of violence and the proportion and size of certain minority groups; changing trends in cooperation between various ideological streams; the shift of the violence from the South to other parts of the country; changes in the balance of power within the movements; and the clear decline of some of the groups, such as anti-abortionist extremists. This study is intended to represent a point of departure for further exploration of the American far right in addition to informing current research and policy discussions.

This interdisciplinary book analyzes the origins of biological warfare planning and preparation up to the end of World War II. In the period between the world wars, growing understanding of the propagation of disease lead to the fear that potential enemies might be developing biological weapons, with several countries ultimately developing major biological warfare programs during World War II. The relevance of these programs to contemporary concerns is addressed and sheds light on arguments for adoption of a verification protocol to strengthen the 1972 Biological and Toxin Weapons Convention.
