Experts investigate how states and other actors can improve inter-institutional synergy and examine the complexity of overlapping environmental governance structures. Institutional interaction and complexity are crucial to environmental governance and are quickly becoming dominant themes in the international relations and environmental politics literatures. This book examines international institutional interplay and its consequences, focusing on two important issues: how states and other actors can manage institutional interaction to improve synergy and avoid disruption; and what forces drive the emergence and evolution of institutional complexes, sets of institutions that cogovern particular issue areas. The book, a product of the Institutional Dimensions of Global Environmental Change research project (IDGEC), offers both theoretical and empirical perspectives. Chapters range from analytical overviews to case studies of institutional interaction, interplay management, and regime complexes in areas including climate change, fisheries management, and conservation of biodiversity. Contributors discuss such issues as the complicated management of fragmented multilateral institutions addressing climate change; the possible “chilling effect” on environmental standards from existing commitments; governance niches in Arctic resource protection; the relationships among treaties on conservation and use of plant genetic resources; causal factors in cross-case variation of regime prevalence; and the difficult relationship between the World Trade Organization and multilateral environmental agreements. How do cities plan for the unplanned? Do cities plan for recovery from every possible sudden shock? How does one prepare a plan for the recovery after a tragedy, like the September 11, 2001 terrorist attacks on New York? The book discovers the systematic features that contribute to the success of planning institutions. In cities filled with uncertainty and complexity, planning institutions effectively tackle unexpected and sudden change by relying on the old and the familiar, rather than the new and the innovative. The author argues that planning programs institutions were successful because they were bureaucratic, and relied on standardized routines, rigorous sets of established regimes, familiar programs, and institutionalized hierarchies. Also contrary to popular perception, neither the leaders at the top of the institutions nor those workers at the grassroots level were the most important in the implementation of such routines. The key actors were middle managers, because they knew the institutional structures inside out, what the routines were and how to use them, and were successful go-betweens between national governments and grassroots community groups. Case studies from Mexico City, Los Angeles and New York provide a deeper understanding of urban planning processes. The case studies reveal that systematic institutional analysis helps us understand what works in planning, and why. They also demonstrate the manner in which institutional routines serve as powerful and effective tools for addressing novel situations.

The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India’s subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. Political economists consider the political and economic factors that affect a country's choice of monetary institutions. Recent analysis by political economists of monetary institution determinants in different countries has been limited by the fact that exchange rate regimes and central bank institutions are studied in isolation from each other, without examining how one institution affects the costs and benefits of the other. By contrast, the contributors to this volume analyze the choice of exchange rate regime and level of central bank independence together; the articles (originally published in a special issue of International Organization) constitute a second generation of research on the determinants of monetary institutions. The implicit topology of international institutional complexes varies greatly across policy areas. In some areas, the lion's share of everyday policy cooperation is shaped by a single institution with alternative and more regional institutions operating in its shadow.
