Man and woman both are equal and play a paramount role in the creation and development of their families in a particular and the society in general. Indeed, the struggle for equality has been one of the major concerns of the women's movement all over the world. The difference in sex and physical form denotes no difference in status. Woman is the complement of man, and not inferior. In India, since long back, women were considered as an oppressed section of the society and they were neglected for centuries. The birth of the son is being celebrated while the birth of a daughter is filled with pain. Boys are encouraged to be tough and outgoing but girls are encouraged to be homebound and shy. All these differences are gender differences and they are created by society. It has adverse impact on development goals and consequently reduces economic growth. It hampers the overall well-being because blocking women from participation in social, political and economic activities can adversely affect the whole society. Gender inequality is, therefore, a form of inequality which is distinct from other forms of socioeconomic inequalities. Gender inequality in India is a crucial reality. In modern times, women are performing exceptionally well in different spheres of activities. Still majority of Indian women are facing the problem of gender inequality and discrimination. As per UNDP report, India ranks 132 out of 187 countries on gender inequality index (GII). India ranks low partly because of its skewed ratio, with only 914 females for every 1000 males, according to Indian government data. As per UNDP report, only 29% of Indian women above the age of 15 in 2011 were part of labour force, as compared to 80.7% men. In parliament, only 10.9% of law makers are women, while in Pakistan it is 21%. In India, 200 women died for every 100,000 child births and 80% of Indian women didn't have bank account in 2016 as per UNDP report Every day 39000 girls are forced for early marriage i.e. 27 girls are married a minute. This paper is trying to bring out the factors that are responsible for gender inequality and suggests measures to eradicate this problem.

Is the high degree of gender inequality in developing countries-in education, personal autonomy, and more-explained by underdevelopment itself? Or do the societies that are poor today hold certain cultural views that lead to gender inequality? This article discusses several mechanisms through which, as countries grow, gender gaps narrow. I argue that while much of the GDP/gender-inequality relationship can be explained by the process of development, society-specific factors are also at play: Many countries that are poor today have cultural norms that exacerbate favoritism toward males. Norms such as patrilocality and concern for women's "purity" help explain the male-skewed sex ratio in India and China and low female employment in India, the Middle East, and North Africa, for example. This gender inequality manifests across social, economic and political domain of Indian society in form of preference of boy child over a girl child, falling sex ratio, lack of participation of women in decision making process, lack of control of women over power structure in society. This further results in to domestic violence, sexual harassment, rape, molestation and may more crimes. There have been many gender equality measures taken place at policy level in order to reduce gender discrimination since independence. However, even after 65 years of independence India is still burning with gender discrimination at all levels. The reason behind this gender bias has been the fact that the gender equality measures are mostly oriented towards women and sought to achieve gender equality through positive action or economic opportunity for women only. This paper therefore, attempts to analyze the new gender equality measure namely the gender-mainstreaming strategy as a way to reduce this gender discrimination. The paper dwells into addressing three questions: How gender-mainstreaming strategy could be a better way to eliminate this gender bias? How is it different from other gender equality measures? and What results it could yield in the process of its implementation? Therefore the objective of the paper is to study how the socially constructed gender roles result into gender discrimination in society and how this discrimination can be removed through bringing changes in mindset of people and society at large with the help of gender-mainstreaming strategy.

This brief describes the poverty and social exclusion of Women in India. The last few decades have seen remarkable progress in the status of women and girls, yet the cultural roots of gender inequality are still strong and affect a range of outcomes. The high salaries and independent lifestyles of women in urban India have captured public imagination. Yet progress has been very uneven and slower than would have been expected based on India's levels of per capita income. Females still have an overall survival deficit in childhood and during their reproductive years and are severely disadvantaged in the labor market. Inequalities in wages are a disincentive for women to work, but they clearly want work!. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is an example of a program that explicitly seeks to provide paid work to poor women. The scheme mandates that at least one-third of workers should be women and makes several provisions to enhance the participation of women. Threats to women's security also influence the ability of women to access markets and services and claim spaces for themselves. This is an area in which policy can have a huge effect. Making public spaces safe for women is a major step forward in enhancing women's access to these spaces.
