The migration of country dwellers towards the urban areas has been a most important factor in the development of the West European society in which we live today. Therefore, those engaged in research and policy making in the social field must acquire a better under standing of this form of migration if they are to deal effectively with a number of the problems confronting them. This is particularly true since the schemes for European integration which are going ahead so rapidly are sure to produce new patterns of migration. At a meeting of the F.A.O. Working Group on Rural Sociology held in Oslo in 1960, it was suggested that an inventory should be made of all available data and studies on the subject of migration in Europe. This suggestion was taken up by the European Society for Rural Sociology and the Netherlands Ministry of Social Work which, after deliberating together, decided to ask the Dutch expert, Dr. G. Beijer, to draw up such an inventory under their joint auspices. As secretary of the Research Group for European Migration Problems (R.E.M.P.), Dr. Beijer has been engaged for many years in an intensive study of the phenomenon of migration.

This book examines how rural Europe as a hybrid social and natural environment emerged as a key site of local, national and international governance in the interwar years. The post-war need to secure and intensify food production, to protect contested border areas, to improve rural infrastructure and the economic viability of rural regions and to politically integrate rural populations, gave rise to a variety of schemes aimed at modernizing agriculture and remaking rural society. The volume examines discourses, institutions and practices of rural governance from a transnational perspective, revealing striking commonalities across national and political boundaries. From the village town hall to the headquarters of international organizations, local authorities, government officials and politicians, scientific experts and farmers engaged in debates about the social, political and economic future of rural communities. They sought to respond to both real and imagined concerns over poverty and decline, backwardness and insufficient control, by conceptualizing planning and engineering models that would help foster an ideal rural community and develop an efficient agricultural sector. By examining some of these local, national and international schemes and policies, this volume highlights the hitherto under-researched interaction between policymakers, experts and rural inhabitants in the European countryside of the 1920s and '30s.

Research on late antique and early medieval migrations has long acknowledged the importance of interdisciplinarity. The field is constantly nourished by new archaeological discoveries that allow for increasingly refined pictures of socio-economic development. Yet the perspectives adopted by historians and archaeologists are frequently different, and so are their conclusions. Diverging views exist in respect to varying geographical areas and scholarly traditions too. This volume brings together history and archaeology to address the impact of the inflow and outflow of migrations on the rural landscape, the creation of new settlement patterns, and the role of migrations and mobility in transforming society and economy. Such themes are often investigated under a regional or macro-regional viewpoint, resulting in too fragmented an understanding of a widespread phenomenon. Rural Europe is in a phase of huge transition both from a demographic and economic-structural point of view. This paper is focused on demographic and economic-structural changes in differing rural areas and the connection between these processes. This does not exclude the relations to urban areas as population changes in rural areas cannot be analyzed without taking the urban population development on board in the analyses. This is of course especially important with regard to the migratory movements where in-migration to urban areas in many cases is dependent of out-migration from rural areas. It has also been shown that rural areas have different migration patterns where many in the surroundings of big cities have experienced a positive population development as an effect of both natural population increase and net in-migration. The contrary is, however, the case in peripheral and remote rural areas where contrary development paths often seem to be the fact. It must here also be highlighted that out-migration also results in eroding reproduction potentials as out-migration of young women accentuate the effects of the drops in fertility. These processes are related to the economic-structural changes both in rural areas and urban ones. Natural population change has, thus, lost its primacy as the dominant factor behind regional population development both in positive and negative ways as the European regions - urban as well as rural - have been transformed from high fertility societies to low fertility ones. Instead it is migration that is the prime driver with regard to population development - both in negative and positive ways in urban as well as rural regions. The 'rural exodus' is in many cases still the rule. In order to analyze and illustrate the differing demographic development paths and the differing preconditions for transformation an economic-structural typology developed within the ESPON/EDORA-project combined with an extended OECD accessibility typology will be used (the Dijkstra-Poelmann typology) by cross-tabulation. This means that distance and accessibility as well as economic and structural traits will be integrated in the analyses of expanding and shrinking regions. The time dimension will be from the beginning of the 1990s up to the latest possible year (2012). The analyses are based on the demographic and economic-structural development at NUTS3-level as this is the lowest level for using quantitative data concerning analyses of demographic and economic-structural changes at a meaningful geographical scale and the connections between these transformation processes in a quantitative way.

Migration to the cities had been a part of European rural life long before the start of modern industrialisation and urbanisation. In the era of modern development, however, rural-urban migration intensified in an unprecedented way and many rural communities depopulated. While during the pre-industrial period migration had contributed to the economic and social reproduction of rural communities, it now challenged the continuity of the rural lifestyle. This book analyses the topic for the case of Spain, which in the twentieth century experienced one of the most intense processes of rural depopulation in modern Europe. The interaction between Spanish industrialisation and rural migration, the demographic implications of agrarian change, the obstacles to the development of rural non-farm activities, the rural problems of access to infrastructures and services, the role of public policy, and the consequences of depopulation for the rural community are the central elements of this study, which inserts the Spanish case within its European context. Distanced from both the anti-modern stance that idealises paradise lost and the Panglossian mood that welcomes anything that came with modernisation, the book explains how the adaptive strategies put into practice by rural populations led to a “peaceful surrender” of traditional rural society.
