As I write, disaster is thick upon the Russian Fleet, and to many close friends in it go those sympathies which, had things been the other way about, would have gone as surely to the Japanese Fleet. To write this book without bias has been my special aim; and in view of the enthusiastic admiration which the Japanese Fleet is now evoking in the anglo-saxon world, I have especially tried not to be blind to such defects as the Japanese Navy may exhibit. This, however, is obvious in the body of the book, and needs no mention here, any more than reference is required in this Preface to the courage and skill which Japanese sailors have shown. Excerpt from The Russo-Japanese War, Vol. 1 Primorsk or Maritime Province, was ceded to the Tsar. Nearly three centuries earlier, the Cossack Yermak, acting under Imperial auspices, had led his motley band of freebooters eastward across the Urals to subjugate Siberia, and his successors in expansive effort now found themselves established on the far distant shores of the Sea of Japan. The advance to the dreary confines of the Asiatic continent, though at times spasmodic, had been rapid, conquest had led to conquest, and the treaty signed at Peking marked a stage, but not the last, in the absorption of vast regions into the Russian Empire. Checked again and again in her efforts to reach the Mediterranean, Russia had followed the line of least resistance, and though it led her far afield, she now possessed a scientific frontier on the sea. The Peking treaty was a veritable triumph of Muscovite diplomacy, extracted as it was from the Chinese at a time when, smarting from the lesson lately taught them by the Allies, they were in no humour to resist demands. But though Russia's eastward boundary was now washed by the same sea that half surrounds the Empire of Japan, her aspirations in those distant regions were unsatisfied. Along the coast line of her new possessions no ice-free port exists, and Vladivostok at its southern extremity, whither the Russian naval headquarters were moved from Nikolaievsk, lying ten degrees to the north, is closed by ice for three months of the year. From that port, too, admission to the Pacific mainly depended on the goodwill of Japan, for the two principal avenues which open on that ocean were practically in her handsi On the north-east, between Yezo (hokkaido) and the main island of Hondo, is the narrow Tsugaru channel, while on the south are the straits between the southern shore of Korea and the Japanese island of Kiushu or Nine Provinces. Why do we seek reasons for putting off till to-morrow that which the interests of our country forbid us to defer for an hour? I will not seek to carry my arguments any further; doubtless, by waiting we might fully study at our leisure questions of secondary importance and make great improvements in many matters of detail; but we must remember that we have not time to spare for dilatory proceedings; we must at once draw the chief lesson from this war and not linger over useless details. We refuse to note the principal lesson to be drawn from this war. Why has our fleet been annihilated? Was it because our vessels were weaker than those of the Japanese, because they were of older construction and, on that ground, inferior? No, a thousand times no! Our fleet was destroyed firstly, because it was numerically weaker and also, further, because its ships, instead of being concentrated, were scattered about in different directions; and, finally, because it was in no way ready for war, had made none of the necessary arrangements, and had not over it admirals worthy of commanding it! What we have to do. You will not yield to the force of evidence and thus are ready to fall into the same errors in the future as in the past! How is it possible not to feel profoundly despondent on seeing your attitude? Trifles and futilities must be put aside; every effort must be made to become, as soon as possible, stronger than the enemy, to maintain our squadron in perfect order, and not to amuse ourselves with ceaseless attempts to perfect apparatus of quite secondary importance to our ships. Let us rather endeavour to instil into the minds of our officials and our crews that virile energy, ..
