Excerpt from The Public Primary School System of France: With Special Reference to the Training of Teachers The secondary school which begins normally at nine years and continues for nine years has always a preparatory section, so that the child may really enter at six or seven years of age and follow work which is of exactly the same nature as that given in the primary schools. Such a child, however, is not receiving primary instruction at all, but secondary. At these secondary schools, the lycees and the colleges, there are al ways fees for instruction which vary according to the class and the school. On account of the fees connected with the secondary schools, one naturally finds there a different social class from that in the primary schools, although from my own observation in the elementary departments of the second ary schools I have not found the quality of the instruction at all commensurate with the difference in cost to the pupils.
