Southern Sea Otters are once again in peril, after having being brought back from the brink of extinction. Threatened investigates the history and potential causes for the otter's decline, as well as the controversy over how best to protect the otter population. An unprecedented number of sea otter deaths have occurred along the California coast in the last few years. Like crime scene detectives, a team of scientists is anxiously searching for the causes of the mysterious deaths. But not everyone believes in the value of supporting a thriving sea otter population. Otters are at the center of a bitter controversy regarding the Fish & Wildlife Services decision to eliminate their "No Otter Zone" from Southern California waters. For 25 years, this imaginary line in the ocean was designed to protect the interests of the commercial shellfish industry and its removal has angered fishermen. As Threatened shows, the plight of sea otters has far reaching implications. If otters are struggling, it's an indication of larger ecological concerns, concerns that also have a direct impact on humans. For a fragile species threatened by pollution, infectious diseases, starvation, and competition with fishermen, this is a crucial time for the Southern Sea Otter as they struggle for survival.

The impetus for this volume comes from two sources. The first is scientific: by virtue of a preference for certain large benthic invertebrates as food, sea otters have interesting and significant effects on the structure and dynamics of nearshore communities in the North Pacific. The second is political: be cause of the precarious status of the sea otter population in coastal California, the U.S. Fish and Wildlife Service (USFWS) announced, in June 1984, a proposal to establish a new population of sea otters at San Nicolas Island, off southern California. The proposal is based on the premise that risks of catastrophic losses of sea otters, due to large oil spills, are greatly reduced by distributing the population among two geographically separate locations. The federal laws of the U.S. require that USFWS publish an Environmental Impact Statement (ElS) regarding the proposed translocation of sea otters to San Nicolas Island. The EIS is intended to be an assessment of likely bio logical, social, and economic effects of the proposal. In final form, the EIS has an important role in the decision of federal management authority (in this case, the Secretary of the Interior of the U.S.) to accept or reject the proposal.

In Elkhorn Slough, an inlet on the California coast, seagrass grows healthy and strong in the shallow water. This healthy seagrass baffled marine biologist Brent Hughes. The scientist expected this estuary to be overrun with algae, causing the seagrass to die. Why was the seagrass thriving? As Brent investigated, signs pointed to an unexpected player helping to keep the seagrass healthy: sea otters! What do these top predators have to do with an aquatic grass at the opposite end of the food chain? Brent's amazing discovery gave scientists insight into the delicate balance of ecosystems. Follow science in action as Brent conducts the research that led to this major discovery.
