Excerpt from The Settlement of Wage Disputes "The Settlement of Wage Disputes" falls naturally into two almost equal parts: the first an account of the present industrial situation in the United States, and of the factors which govern American wage levels at the present time; the second an attempt to formulate principles which might serve as the basis of a policy of wage settlement for the country. The proposals made in the second part are based on the theoretical analysis of the first part. Certain chapters in the first part (III and IV) may prove difficult for the ordinary reader. They are intended to be merely an analysis of a particular set of facts and tendencies - those which affect the present wage situation in the United States, or may affect it in the near future. Such an analysis of a particular set of facts is all that economic theory can successfully accomplish. This book was first projected in the summer of 1914. Excerpt from The Settlement of Labor Disputes In all the history of the American Federation of Labor no greater struggle has taken place than that for the preservation and the maintenance of the right of free press and free speech. This arose under the injunction proceedings in the case of the Buck's Stove and Range Company against the American Federation of Labor in December, 1907. The technicalities of the case were soon lost sight of in the battle to preserve the great principles of human liberty which were involved. The injunction proceedings of the Buck's Stove and Range Company, of St. Louis, Mo., of which James W. Van Cleave was president, against the American Federation of Labor, resolved themselves into two separate cases; one. The original injunction issued by Justice Gould, of the Supreme Court of the District of Columbia; the other, the proceedings for contempt brought against vice-president John Mitchell, Secretary Frank Morrison, and my self. An appeal was taken by the American Federation of Labor on both cases. For convenience and an intelligent understanding, a brief summary of the case is here given. Herbert Feis (June 7, 1893 - March 2, 1972) was an American historian, author, and economist who was the Economic Advisor for International Affairs to the US Department of State in the Herbert Hoover and Franklin Roosevelt administrations. Feis wrote at least 13 published books and won the annual Pulitzer Prize for History in 1961 for one of them, Between War and Peace: The Potsdam Conference (Princeton University Press, 1960), which features the Potsdam Conference and the origins of the Cold War. Feis was an instructor at Harvard University (1920-1921), an associate professor of economics at the University of Kansas (1922-1925), and a professor and department head at the University of Cincinnati (1926-1929).

Excerpt from Government Industrial Arbitration Prior to 1824 a long series of laws, going back as far as the Statute of Apprentices in 1562, (a) had contained provisions for the settlement of individual disputes between masters and servants. Prior to 1747 these provisions appear in acts containing various other labor regulations, but in that year a special law, (b) dealing solely with the settlement of disputes, appears. This law, like all the earlier provisions, simply referred disputes to the justices of the peace or local magistrates, in harmony with the existing method of State regulation, which, as embodied in the Statute of Apprentices, had designated those same officials as the authorities to fix the rates of wages for labor generally.
