This book constitutes a significant contribution to political discourse analysis and to the study of silence, both from the point of view of discourse analysis as well as pragmatics, and it is also relevant for those interested in politics and media studies. It promotes the empirical study of silence by analysing metadiscourse about politicians’ silence and by systematically conceptualising the communicativeness of silence in the interplay between intention (to be silent), expectation (of speech) and relevance (of the unsaid). Three cases of sustained metadiscourse about silent politicians from Germany are analysed to exemplify this approach, based on media texts and protocols of parliamentary inquiries. Ideals of political transparency and communicative openness are identified as a basis for (disappointed) expectations of speech which trigger and determine metadiscourse about politicians’ silences. Finally, the book deals critically with the role of those who act as advocates of ‘the public’s’ demand to speak out.

The "Silent Majority" Speech treats Richard Nixon’s address of November 3, 1969, as a lens through which to examine the latter years of the Vietnam War and their significance to U.S. global power and American domestic life. My thesis investigates how Habermasian deliberative democracies are prone to create zones of silence. Legislation for Habermas, which is a speech-act, relies on the communicative power of sovereignty, but his theory disregards emergent agendas, new subjects, and disruptive acts and speeches of the political. It thus reduces speech of new political subjects to silence. Liberal deliberative democracies are grounded in the political authority granted by the people's presence in the law-making process. The rule of law is equated to the sovereignty of self-rule that constitutes the legitimizing ground of norms. However, "the people" is not only a constitutive but also a constituted power. Their presence and self need to be constituted to be agreeable and represented via speech that makes them recognizable by the law. One of the aporias I am interested in is the paradox of normativity: while subjects may speak to authorize the norms, speech constitutes subjects authorized to make norms, and norms subjectify people authorized to speak. I argue that the people emerge, act and become socio-politically present before speech legitimizes the emergence by a representation. The people are the source of the very law they violate. I aim to answer the following question: If a wrong by the law occurs within this closed circuit of normativity, can one talk against the norms that give one the authority to talk? I argue that the wrong occurs as the law, bent on security from risk, overcoming of alienation and hostility, and unpredictability only recognizes and authorizes what it constitutes. The wrong consists of self-rule, i.e. sovereignty. Lyotard's Differend, Ranciere's disagreement and Butler's disruption and finally disidentification may remind us that the unsayable is the political word to come, that a silent presence may present a better hope of living together than the policed sayable. Our present engages in a violent encounter with the unsayable that at the present takes the representative form of a material silence, i.e. the matter of the community. How is the social bond to be conceived? What are the material conditions of responsiveness to those who are silenced by sovereignty? This presence that wishes-to-say is thus first encountered as the visibility of an unrecognizable embodiment, as the bodily presence of those who do not have the authority to speak. In offering their visibility, they ask "Will you hear my story?," and in speaking they demand an ethical wish to hear the unsayable, i.e. what could not make sense by the political rationality of their time, viz. the principles that materialize the community. Thus they also demand a speech-act that identifies and recognize them and poetic creativity to sense the meaning in their senseless, unrecognizable presence and traces of the unsayable in the already-heard. I try to answer the following questions: How is recognition to be understood in this context? What is the demand to be recognized? Finally, I will argue that the silent presence of those who demand recognition address us to a future community. Thus the basic political speech-act is futural.

The notion of ‘silence’ in Politics and International Relations has come to imply the absence of voice in political life and, as such, tends to be scholastically prescribed as the antithesis of political power and political agency. However, from Emma Gonzáles’s three minutes of silence as part of her address at the March for Our Lives, to Trump’s attempts to silence the investigation into his campaign’s alleged collusion with Russia, along with the continuing revelations articulated by silence-breakers of sexual harassment, it is apparent that there are multiple meanings and functions of political silence – all of which intersect at the nexus of power and agency. Dingli and Cooke present a complex constellation of engagements that challenge the conceptual limitations of established approaches to silence by engaging with diverse, cross-disciplinary analytical perspectives on silence and its political implications in the realms of: environmental politics, diplomacy, digital privacy, radical politics, the politics of piety, commemoration, international organization and international law, among others. Contributors to this edited collection chart their approaches to the relationship between silence, power and agency, thus positing silence as a productive modality of agency. While this collection promotes intellectual and interdisciplinary synergy around critical thinking and research regarding the intersections of silence, power and agency, it is written for scholars in politics, international relations theory, international political theory, critical theory and everything in between.

Tell This Silence by Patti Duncan explores multiple meanings of speech and silence in Asian American women's writings in order to explore relationships among race, gender, sexuality, and national identity. Duncan argues that contemporary definitions of U.S. feminism must be expanded to recognize the ways in which Asian American women have resisted and continue to challenge the various forms of oppression in their lives. There has not yet been adequate discussion of the multiple meanings of silence and speech, especially in relation to activism and social-justice movements in the U.S. In particular, the very notion of silence continues to invoke assumptions of passivity, submissiveness, and avoidance, while speech is equated with action and empowerment. However, as the writers discussed in Tell This Silence suggest, silence too has multiple meanings especially in contexts like the U.S., where speech has never been a guaranteed right for all citizens. Duncan argues that writers such as Maxine Hong Kingston, Mitsuye Yamada, Joy Kogawa, Theresa Hak Kyung Cha, Nora Okja Keller, and Anchee Min deploy silence as a means of resistance. Juxtaposing their “unofficial narratives” against other histories—official U.S. histories that have excluded them and American feminist narratives that have stereotyped them or distorted their participation—they argue for recognition of their cultural participation and offer analyses of the intersections among gender, race, nation, and sexuality. Tell This Silence offers innovative ways to consider Asian American gender politics, feminism, and issues of immigration and language.
