The foreign export-processing industry is a global phenomenon, with factories known as maquiladoras in Mexico and Central America. San Diego and Tijuana are the site of a national border enforcement spectacle, but they are also neighboring cities with deeply intertwined histories, cultures, and economies. In Unequal Neighbors, Kristen Hill Maher and David Carruthers shift attention from the national border to a local one, examining the role of place stigma in reinforcing actual and imagined inequalities between these cities. Widespread "bordered imaginaries" in San Diego represent it as a place of economic vitality, safety, and order, while stigmatizing Tijuana as a zone of poverty, crime, and corruption. These dualisms misrepresent complex realities on the ground, but they also have real material effects: the vision of a local border benefits some actors in the region while undermining others. Based on a wide range of original empirical materials, the book examines how asymmetries between these cities have been produced and reinforced through stigmatizing representations of Tijuana in media, everyday talk, economic relations, and local tourism discourse and practices. However, both place stigma and borders are subject to contestation, and the book also examines "debordering" practices and counter-narratives about Tijuana's image. While the details of the book are particular to this corner of the world, the kinds of processes it documents offer a window into the making of unequal neighbors more broadly. The dynamics at the Tijuana border present a framework for understanding how inequalities that manifest in cultural practices produce asymmetric borders between places.

Through the study of a large variety of musical practices from the U.S.-Mexico border, Transnational Encounters seeks to provide a new perspective on the complex character of this geographic area. By focusing not only on norteña, banda or conjunto musics (the most stereotypical musical traditions among Hispanics in the area) but also engaging a number of musical practices that have often been neglected in the study of this border's history and culture (indigenous musics, African American musical traditions, pop musics), the authors provide a glance into the diversity of ethnic groups that have encountered each other throughout the area's history. Against common misconceptions about the U.S.-Mexico border as a predominant Mexican area, this book argues that it is diversity and not homogeneity which characterizes it. From a wide variety of disciplinary and multidisciplinary enunciations, these essays explore the transnational connections that inform these musical cultures while keeping an eye on their powerful local significance, in an attempt to redefine notions like "border," "nation," "migration," "diaspora," etc. Looking at music and its performative power through the looking glass of cultural criticism allows this book to contribute to larger intellectual concerns and help redefine the field of U.S.-Mexico border studies beyond the North/South and American/Mexican dichotomies. In recent decades, Latin American countries have sought to modernize their labor market institutions to remain competitive in the face of increasing globalization. This book evaluates the impact of such neoliberal reforms on labor movements and workers’ rights in the region through comparative analyses of labor politics in Chile, Mexico, Argentina, Brazil, and Venezuela. Using these five key cases, the authors assess the capacity of workers and working-class organizations to advance their demands and bring about a more just distribution of economic gains in an era in which capital has reasserted its power on a global scale. In particular, their findings challenge the purported benefits of labor market flexibility—the freedom of employers to adjust their workforces as needed—which has been touted as a way to reduce income inequality and unemployment. In-depth case studies show how flexibilization as well as privatization, trade liberalization, and economic deregulation have undermined organized labor in all of these countries, leading to the current internal fragmentation of unions and their inability to promote counterreforms or increase collective bargaining. This assessment concludes that even with substantial variation among countries in how reforms have been implemented, most workers in the region have experienced increasing precarity, informal employment, and weaker labor movements. This book provides vital insights into whether these movements have the potential to regain influence and represent working people’s interests effectively in the future.

This volume seeks to re-energise the paradigm of the New International Labour Studies by detailing how struggles over the construction, reproduction, utilisation and restructuring of labour forces are the contested social foundations upon which the global economy stands.
