In the Q&A session the position of women in Afghanistan, the effectiveness of the Provisional Reconstruction Teams, the role of Private Military Companies and the consequences of US "unilateral" decision- making were further discussed. [...] In this phase NATO served as an instrument of self- assertion of the West against the politico- military challenges posed by the Soviet Union Session I: NATO's role and relevance in the 21st Century The Shadow NATO Summit: Spring 2009 - Brussels15 The dissolution of the Soviet Union, symbolized in the fall of the Berlin wall in 1989, marked the beginning of the second phase of NATO. [...] Whereas under conscription returning casualties impressed on the citizens the extreme seriousness of the enterprise in which their government was involved, the modern-day situation involves at best, small communities of the military and their families while in no way influencing the lives of the majority of the population, except in possible increased taxation. [...] The combination of both trends, the increased use of long-distance weaponry and the increased distance of the home front from the consequences of the actions of armies acting in its name, has the effect of increasing the political freedom of the government to wage war when and where it pleases. [...] A third problem associated with the kind of war NATO is waging, is related to media exposure and the attempts by the various parties concerned to control the information stream to the media and thus shape public opinion in favour of the intervention.

NATO has been a successful forum for managing European security policy. Yet European governments have repeatedly tried to build a new security institution in NATO's shadow. In this innovative book, Stephanie C. Hofmann asks why governments attempted to create an additional institution despite no obvious functional necessity and why some attempts failed while others succeeded. European Security in NATO's Shadow considers security cooperation through the lens of party ideologies to shed new light on these questions. She observes that political parties are motivated to propose new institutions by their multidimensional ideologies. Moreover, the success of efforts to create such institutions depends on the degree of ideological congruence among parties in power. In particular, the relationship between the values of multilateralism, sovereignty and Europe informed the impetus and success rate of the attempts made during negotiations for the Maastricht, Amsterdam and Nice treaties to create a European security institution.

Written by a former director of the CIA, this is the story of America's and the agency's role in the collapse of communism in the Soviet Union and Eastern Europe. As the only person to rise from entry-level analyst to Director of the CIA and to serve on the White House staffs of four Presidents, Robert Gates is uniquely qualified to tell the unprecedented inside story of the Cold War. Drawing on his access to classified information and top-level involvement in policy decisions, Gates lays bare the hidden wars and operations the United States waged against communism worldwide. Ever certain that the fifty-year struggle with the Soviet Union was indeed a war, Gates makes candid appraisals of Presidents, key officials, and policies of the period. Among his disclosures are: how Carter laid the foundations for Reagan's covert wars against the Soviets; CIA predictions of a conservative coup against Gorbachev and the collapse of the Soviet Union; CIA and KGB "black operations" against each other; the secret relationship between Pope John Paul II and the Soviets; and three secret CIA-KGB summits. From the Shadows is a classic memoir on the career of a CIA officer at the center of power during a time when the threat of global annihilation informed America's every move.

NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

A wide-ranging new history of NATO, from its origins to the present day—published for the alliance’s seventy-fifth anniversary For seven decades, NATO’s stated aim has been the achievement of world peace—but playing great power politics always involves conflict. Russia’s war on Ukraine and on Europe’s security order puts the alliance under threat, but also demonstrates why transatlantic cooperation is so necessary. But how did NATO get to where it is today, and what does its future hold? In this incisive new account, Sten Rynning traces the full history of the North Atlantic Treaty Organisation from its origins to the present. Across its seventy-five years, NATO has navigated the twists and turns of Cold War diplomacy and nuclear deterrence, and has grown its membership. The alliance has become a guarantor of peace, but Rynning explores how its complex inner workings alongside Russian and Chinese opposition are now shaping its direction. At a time of strategic competition and geopolitical upheaval, Rynning offers us a clear-sighted account of the alliance’s intriguing history—and asks what its ambitions might be for the future.
