Ethnicity, Borders, and the Grassroots Interface with the State brings together exciting new work by anthropologists working on mainland Southeast Asia. The volume honors anthropologist Charles F. Keyes and the chapters here address concepts central to Keyes’ own work—ethnicity, religion, and modernity—as they can be applied to the countries of Thailand, Vietnam, Cambodia, and Laos. Most social science studies of local organizations tend to focus on "civil society" associations, voluntary associations independent from state control, whereas government-sponsored organizations tend to be theorized in totalitarian terms as "mass organizations" or manifestations of state corporatism. Roots of the State examines neighborhood associations in Beijing and Taipei that occupy a unique space that exists between these concepts. Benjamin L. Read views the work of the neighborhood associations he studies as a form of "administrative grassroots engagement." States sponsor networks of organizations at the most local of levels, and the networks facilitate governance and policing by building personal relationships with members of society. Association leaders serve as the state's designated liaisons within the neighborhood and perform administrative duties covering a wide range of government programs, from welfare to political surveillance. These partly state-controlled entities also provide a range of services to their constituents. Neighborhood associations, as institutions initially created to control societies, may underpin a repressive regime such as China's, but they also can evolve to empower societies, as in Taiwan. This book engages broad and much-discussed questions about governance and political participation in both authoritarian and democratic regimes.

Based on fieldwork in rural areas of Hubei, Zhejiang, Guangdong, Sichuan, Henan and other provinces, this book adopts a stateness and locality analytical framework to systematically study the process and mechanism of shaping peasant petitions by the state, revealing the relationship between the state and farmers in contemporary China. Who are the new Chinese intellectuals? In the wake of the crackdown on the 1989 democracy movement and the rapid marketization of the 1990s, a novel type of grassroots intellectual emerged. Instead of harking back to the traditional role of the literati or pronouncing on democracy and modernity like 1980s public intellectuals, they derive legitimacy from their work with the vulnerable and the marginalized, often proclaiming their independence with a heavy dose of anti-elitist rhetoric. They are proudly minjian—unofficial, unaffiliated, and among the people. In this book, Sebastian Veg explores the rise of minjian intellectuals and how they have profoundly transformed China’s public culture. An intellectual history of contemporary China, Minjian documents how, amid deep structural shifts, grassroots thinker-activists began to work outside academia or policy institutions in an embryonic public sphere. Veg explores the work of amateur historians who question official accounts, independent documentarians who let ordinary people speak for themselves, and grassroots lawyers and NGO workers who spread practical knowledge. Their interventions are specific rather than universal, with a focus on concrete problems among disenfranchised populations such as victims of Maoism, migrant workers and others without residence permits, and petitioners.
