This book provides an innovative perspective on class dynamics in South Africa, focusing specifically on how different interests have shaped economic and trade policy. As an emerging market, South African political and economic actions are subject to the attention of international trade policy. Claar provides an in-depth class analysis of the contradictory negotiation processes that occurred between South Africa and the European Union on Economic-Partnership Agreements (EPA), examining the divergent roles played by the political and economic elite, and the working class. The author considers their relationships with the new global trade agenda, as well as their differing standpoints on the EPA.

To achieve economic growth, South Africa aims at a more outward-oriented economic framework. However, as is discussed in this study, such a transition is made difficult by the constraints created by past industrial policies.Protectionism, the apartheid system, and other regulations have contributed to a generally noncompetitive manufacturing sector, a weak macroeconomic position, and distorted factor markets. Social unrest compounds the problem, as does lack of skill and capital. The role of state interventionism in the new South Africa is also considered.

Socioeconomic barriers continue to challenge the growth of regional trade and foreign investment in South Africa, which indicates that there is a great need to identify indicators as associated with economic growth and development. Research is needed specific to this geographic region that examines the reasons why poverty is devastatingly impacted over other regions. More specifically, research that addresses illiteracy levels, unemployment reduction rates and household income is needed in order to create technical assistance programs and services specific to the reduction of poverty and economic growth. This research study will identify the relationship between the identified indicators and Southern Africa Trade Hub technical assistance. The theoretical framework for this study is economic liberalism, which is a model of international relations used to examine cooperation and state interdependence amongst primary actors. Secondary data analysis will be conducted on pilot data used from Statistics South Africa online and the United Nations Conference on Trade and Development databases. The data will be analyzed using discriminate and logistic regression analyses procedures. In addition, qualitative responses from a focus group conducted with United States and South African government officials, Southern Africa Trade Hub (SATH) affiliates, media, opinion leaders and/or key informants will be analyzed to examine the relationship between knowledge and attitude, and how they relate to economic growth and development. The findings of the research will aid in the development of culturally- appropriate and case specific intervention methods designed for the identified region.
