Why do many Asian, African, and Latin American states have such difficulty in directing the behavior of their populations--in spite of the resources at their disposal? And why do a small number of other states succeed in such control? What effect do failing laws and social policies have on the state itself? In answering these questions, Joel Migdal takes a new look at the role of the state in the third world. Strong Societies and Weak States offers a fresh approach to the study of state-society relations and to the possibilities for economic and political reforms in the third world. In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.

Today there are more states controlling more people than at any other point in history. We live in a world shaped by the authority of the state. Yet the complexion of state authority is patchy and uneven. While it is almost always possible to trace the formal rules governing human interaction to the statute books of one state or another, in reality the words in these books often have little bearing upon what is happening on the ground. Their meanings are intentionally and unintentionally misrepresented by those who are supposed to enforce them and by those who are supposed to obey them, generating a range of competing authorities, voices, and allegiances. The Everyday Life of the State explores this "everyday" transformation of state authority into multiple scripts, narratives, and political activities. Drawing upon case studies from across the Middle East, North Africa, and Asia, the chapters in this book investigate the many ways in which those subjects traditionally regarded as being weak, passive, and obedient manage not only to resist the authority of state actors but to actively subvert and appropriate it, in the process making, unmaking, and remaking the boundaries between state and society over and over again. Collectively, these chapters make an important contribution to the expanding literature on "everyday politics." The "state in society" concept used in this volume has been developed by political scientist Joel S. Migdal, the Robert F. Philip Professor of International Studies in the University of Washington's Henry M. Jackson School of International Studies.

In the 1970s political and economic changes to the world order led to an emerging "globalization" credited with the ceding of state sovereignty to a "de facto world government" of transnational corporations and with the anti-globalism movement directed at countering it. Mexico, however, has maintained the salience of the national unit in the form of the state as a ruling apparatus and as the target of organized, non-state, political opposition. This study examines the transformation of Mexico's social and political organization from state corporatism to transnationalized corporatism, a form distinguished by the effect that International Financial Institutions and the World Trade Organization have on the state's relationship to the rest of society. By exploring how non-governmental organizations, political parties, unions and social movements (notably the Zapatistas) engage with the state under neoliberalism, this work significantly emphasizes the continued relevance of corporatist structures in an environment of electoral democratic reform.

Many developing countries pursue policies of rapid industrialization in order to achieve faster economic growth. Some policies cause displacement forcing many individuals to take up a fight against the state. Interestingly some of these dissenting individuals are more successful in organizing their protests than others. In this book, Ashok Swain demonstrates how displaced people mobilize to protest with the help of their social networks. Studying protests against large industrial and development projects, Swain compares the mobilization process between a traditionally protest rich and a protest poor region in India to explain how social network structures are a key component to understand this variation. He reveals how improved mobilization capability coincides with their evolving social network structure thanks to recent exposure to external actors like religious missionaries and radical left activists. These four conceptual and critical essays on state and society in contemporary China argue vigorously against the grain of prevailing scholarly interpretation. In substantive content, they explore two major themes from different historical and theoretical points of departure. First, the author argues that the party/state under Mao fell far short of the full control over China's peasant society that outside observers often assumed it had achieved. She shows, instead, how the Maoist state frequently pursued policies that in fact had the ironic effect of strengthening the resistance of rural communities against the central political apparatus. Second, she contends that once the true limitations on the Maoist state's power in rural areas are rightly understood, it becomes clear that one effect of the post-Mao economic and political reforms may be to enhance rather than to diminish the state's authority in the countryside — despite all the reformists' rhetoric to the contrary. These essays on "how to think about the Chinese state" are designed to stimulate debate about assumptions and methods in the field of Chinese political analysis.
