This book presents the findings from a cross-sectional survey funded by CIMA. The project aimed to survey senior management accountants working across a range of organisations and industries with a unique focus on the behavioural side of decision making, the use of managerial judgement. Considerable effort has been devoted to developing the techniques for evaluating and selecting strategic investment projects, but relatively less has been spent on assessing the factors that influence the effectiveness of these decisions. Strategic investment projects normally employ a significant part of a firm's resources, so the effectiveness of such decisions is important for ensuring long-term financial stability. Understanding factors that influence the effectiveness of these decisions are also important in achieving the other long-term objectives of the firm. This study extends the scope of strategic investment decision-making (SIDM) research to a broader range of decisions, environments, firms, and industries within Hong Kong,where there are no existing studies in the areas covered. The study used both quantitative and qualitative methods. Quantitative data were obtained from the survey questionnaires sent to the chief executive officers, chief financial officers, and heads of strategic investment departments of major service industry firms in Hong Kong. Further information and insights were obtained from the personal interviews with respondents who were willing to allocate time to participate.

John Shank (in this special edition) summarises the argument for complementing a capital budgeting approach to investment decisions with a broader strategic cost management (SCM) accounting approach incorporating three additional tools __ value chain analysis, cost driver analysis and competitive advantage analysis. This article first discusses how this new framework might be assessed empirically and then examines the application of these techniques in practice, drawing on 51 case studies of strategic investment decision in 44 companies in Britain and Germany (including U.S. subsidiaries in both countries). There are substantial international differences, German companies placing much more emphasis on strategy in their approach. In general, compared with successful companies, successful companies placed proportionately five times as much attention on the issue of competitive advantage, almost three times as much on value chain considerations and twice as much on cost drivers; commensurably less attention was placed on traditional capital budgeting techniques. Finally, we draw conclusions on the role of the finance function and of such techniques within the context of strategic planning.

Our research group examined strategic investment processes in 50 large companies and banks located in Belgium, over a 2-year period (1992-94). This article reports one fundamental part of the research: the impact of formal analysis on strategic investment processes. Findings covering this theme concern the effect of uncertainty on the act of formal analysis, the importance of financial goals, the use of financial evaluation models and the role of intuition. This article discusses findings from a recent field study on strategic investments in Belgian business practice. From results of existing, mostly Anglo-American, studies and from own experiences in the field, we formulated 27 statements on strategic investment processes. Fifty top or middle managers in large companies and banks were asked to comment on these statements. In this report attention is focused on one specific part of the research: the degree to which formal analysis plays a part in strategic investment processes. A number of theories on strategy formation assumes that, due to their innovative character, strategic investments are difficult to manage by formalized techniques.
