South Korean President Kim Dae Jung created the Sunshine Policy to "warm up" North Korea and set the stage for it to choose to make meaningful changes. The goal of the thesis is to re-approach the Sunshine Policy and address the changes needed in order for it to have a different outcome. As relations between the U.S. and North Korea continue to deteriorate, other options must be available to use as tools for engagement with North Korea. In order to ensure that Sunshine Policy 2.0 takes a different path, at least three changes must occur. It must be long-term, divorced from political and security issues, and must be reciprocal. Furthermore, there must be a contingency plan in place that mandates a "pause" in the policy if political and security issues hinder it from moving forward. It must also give the committees an opening to re-convene after an extended period without making concessions or "losing face." In addition to that, the U.S. and South Korea should cooperate together to implement this type of policy, as they were competing against each other during the original Sunshine Policy days. Lastly, the thesis discusses the influence that sports, business, and tourism have on the North Korean government, as well as the Olympic Games' ability to create change within host-countries.

As tensions remain on the Korean peninsula, this book looks back on the decade of improved inter-Korean relations and engagement between 1998 and 2008, now known as the ‘Sunshine Policy’ era. Moving beyond traditional economic and political perspectives, it explores how this decade of intensified cooperation both affected and reshaped existing physical, social and mental boundaries between the two Koreas, and how this ‘de-bordering’ and ‘re-bordering’ has changed the respective attitudes towards the other. Developing a U.S. roadmap for dealing with totalitarian regimes has always proven to be a daunting task, especially when these states threaten the use of force to gain the international spotlight and accompanying attention. Foreign policy realists would be inclined to take a very strict, hard line with the leadership of what used to be referred to as "rogue states," a term less popular in current political lexicon but probably more accurate in description. Others may choose to let regional countries deal with the bad neighbor as the U.S. focuses on perhaps more pressing domestic needs. However, as proven throughout history, there is a danger in isolationism that will likely force a reluctant government's hand to formulate a national security strategy in the international arena. In dealing with the North Korean regime, the U.S. has an opportunity to walk down a potentially fruitful but very long and uneasy road. In 1998, the Republic of South Korea (ROK) government, under President Kim Dae Jung, instituted a "Constructive Engagement Policy" designed to stabilize the Korean peninsula while opening up contacts at multiple levels between the two countries. Dubbed the "Sunshine Policy," this approach attempts to separate economics from politics and promote family reunification and other exchange programs. In light of the potential promises of this methodology, the U.S. government should support the South Korean president's Sunshine Policy as a necessary form of engaging North Korea in the 21st century.
