A quiet revolution in the field of quality control and enhancement has been in progress in Japan for some 25 years, and has recently come ashore to the US. It has been identified with the name of G. Taguchi, an engineer cum statistician, who advocated a radical departure from the prevailing culture of the detection of 'assignable causes' of variation with the view of eliminating them, to the engineering of quality, where the emphasis is on the design of the product to be robust against such causes of variation. The paper reviews the basic tenets of the Taguchi approach, and contrasts them with classical and well entrenched approaches such as 'response surface' and 'evolutionary operation'. The paper also raises the issue of the possible extention of the Tahuchi approach to process (rather than product) quality control. For ease of reading, the paper is divided into two parts. The first is discursive and non-mathematical, and is aimed at the reader who wishes to gain a deeper understanding of 'what it is all about' without the detailed mathematical formalism. The second presents the mathematical underpinnings of the approach, which are rather elementary. No statistical methodology is expounded upon because we assume the reader to be cognizant of the requisite statistical background.

In 1980, I received a grant from Aoyama-gakuin university to come to the United States to assist American Industry improve the quality of their products. In a small way this was to repay the help the US had given Japan after the war. In the summer of 1980, I visited the AT&T Bell Laboratories Quality Assurance Center, the organization that founded modern quality control. The result of my first summer at AT&T was an experiment with an orthogonal array design of size 18 (OA18) for optimization of an LSI fabrication process. As a measure of quality, the quantity "signal-ta-noise" ratio was to be optimized. Since then, this experi mental approach has been named "robust design" and has attracted the attention of both engineers and statisticians. My colleagues at Bell Laboratories have written several expository articles and a few theoretical papers on robust design from the viewpoint of statistics. Because so many people have asked for copies of these papers, it has been decided to publish them in a book form. This anthology is the result of these efforts. Despite the fact that quality engineering borrows some technical words from traditional design of experiments, the goals of quality engineering are different from those of statistics. For example, suppose there are two vendors. One vendor supplies products whose quality characteristic has a normal distribution with the mean on target (the desired value) and a certain standard deviation.

From the Preface: This festschrift is devoted to recognize the career of a man who not only witnessed the growth of operations research from its inception, but also contributed significantly to this growth. Dr. Salah E. Elmaghraby received his doctorate degree from Cornell University in 1958, and since then, his scholarly contributions have enriched the fields of production planning and scheduling and project scheduling. This collection of papers is contributed in his honor by his students, colleagues, and acquaintances. It offers a tribute to the inspiration received from his work, and from his guidance and advice over the years, and recognizes the legacy of his many contributions. Dr. Elmaghraby is a pioneer in the area of project scheduling (in particular, project planning and control through network models, for which he coined the term ‘activity networks’.) In his initial work in this area, he developed an algebra based on signal flow graphs and semi-Markov processes for analyzing generalized activity networks involving activities with probabilistic durations. This work led to the development of what was later known as the Graphical Evaluation and Review Technique (GERT), and GERT simulation models. He has made fundamental contributions in determining criticality indices for activities, in developing methodologies for project compression and time/cost analysis, and in the use of stochastic and chance-constrained programming and Petri Nets for the analysis of activity networks. This volume brings together fourteen contributions, which can be viewed under the following three main themes: operations research and its application in production planning; project scheduling, and production scheduling, inspired by, and in many cases based on, Dr. Elmaghraby’s work in these areas. The first five chapters are devoted to the first theme, followed by four chapters each devoted to the other two, respectively. An additional chapter is devoted to the vulnerability of multimodal freight systems.
