Global trade liberalization with regard to the readymade garments industry is a topic of highest relevance for the Bangladeshi economy and linked very strongly to its changing social structure. Garment industry actually is a very new, export-oriented sector of the Bangladesh economy. It was only some twenty years ago that this sector was fully established in Bangladesh. Today it has grown to the number eighteen exporter world-wide, employing some 1.8 million people directly, of whom most of them are women, and another 10 million indirectly. The main markets are the EU and NAFTA. The development of Bangladesh garments industry was facilitated by the different Multi Fibre Arrangements. Therefore--as many other new competitors have grown over the last couple of years, namely South and East Asian including China, the ASEAN, Mexico and 24 Caribbean countries--Bangladesh's garment industry will face a difficult period after 2004.

This book examines the textile and clothing Industry of India and its trade scenario from a global perspective. Furthermore, with the incorporation of textile trade in the GATT framework following the removal of quantitative restrictions, and the subsequent liberalization of investment opportunities, the Indian market is now home to several international brands, which has led to the present upsurge of FDI in this very important sector of the Indian economy. The book closely examines the nature and impact of such external changes on the industry’s structure and labour-related issues. The key feature of this book is that it presents a snapshot of all the domestic and international policies related to this sector, from the earliest relevant period to the present, and analyses the topical issues in significant detail. The book also offers some empirical analyses to show the impact of external changes on the concentration of firms in this industry and the regional inequalities that have emerged from regional variations in firms’ employment, labour-income and profit levels. Further, it addresses another striking feature, namely the role of preferential trading blocs or Regional Trading Arrangements (RTA) in creating trade-diverting effects related to this sector apart from the implications of foreign collaborations and cross-border mergers and acquisitions. The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.

This paper evaluates the effects on the Bangladeshi economy of phasing out textile and clothing (T&C) quotas currently maintained by industrial countries. The planned abolition of the quotas under the Agreement on Textiles and Clothing in 2005 will alter the competitiveness of various exporting countries. Bangladesh relies heavily on textile and clothing exports and is potentially very vulnerable to this change in competitiveness. Based on assessments of quota restrictiveness and export similarity, and an analysis of its supply constraints, the paper concludes that Bangladesh could face significant pressure on its balance of payments, output, and employment when the quotas are eliminated.
