Peter Chardon Brooks Adams (June 24, 1848 - February 13, 1927) was an American historian, political scientist and a critic of capitalism.He graduated from Harvard University in 1870 and studied at Harvard Law School in 1870 and 1871. Adams believed that commercial civilizations rise and fall in predictable cycles. First, masses of people draw together in large population centers and engage in commercial activities. As their desire for wealth grows, they discard spiritual and creative values. Their greed leads to distrust and dishonesty, and eventually the society crumbles. In The Law of Civilization and Decay (1895), Adams noted that as new population centers emerged in the west, centers of world trade shifted from Constantinople to Venice to Amsterdam to London. He predicted in America's Economic Supremacy (1900) that New York would become the center of world trade.Adams was a great-grandson of John Adams, a grandson of John Quincy Adams, the youngest son of U.S. diplomat Charles Francis Adams, and brother to Henry Adams, philosopher, historian, and novelist, whose theories of history were influenced by his work. His maternal grandfather was Peter Chardon Brooks, the wealthiest man in Boston at the time of his death. He was elected a Fellow of the American Academy of Arts and Sciences in 1918.In 1889, Adams married Evelyn Davis, the daughter of Admiral Charles Henry Davis. They did not have children. Evelyn Davis's sister Anna was the wife of Henry Cabot Lodge. Her sister Louisa was the wife of John Dandridge Henley Luce, the son of Stephen Luce

This crisis, according to my computation, was the normal one of the third generation. Between 1688 and 1765 the British Empire had physically outgrown its legal envelope, and the consequence was a revolution. The thirteen American colonies, which formed the western section of the imperial mass, split from the core and drifted into chaos, beyond the constraint of existing law. Washington was, in his way, a large capitalist, but he was much more. He was not only a wealthy planter, but he was an engineer, a traveller, to an extent a manufacturer, a politician, and a soldier, and he saw that, as a conservative, he must be "Progressive" and raise the law to a power high enough to constrain all these thirteen refractory units. For Washington understood that peace does not consist in talking platitudes at conferences, but in organizing a sovereignty strong enough to coerce its subjects.

A passage from the book...The first chapter of the following book was published, in substantially its present form, in the _Atlantic Monthly_ for April, 1913. I have to thank the editor for his courtesy in assenting to my wish to reprint. The other chapters have not appeared before. I desire also to express my obligations to my learned friend, Dr. M.M. Bigelow, who, most kindly, at my request, read chapters two and three, which deal with the constitutional law, and gave me the benefit of his most valuable criticism. However much we may differ touching such matters as the distribution of property, the domestic relations, the law of inheritance and the like, most of us, I should suppose, would agree that without order civilization, as we understand it, cannot exist. Now, although the optimist contends that, since man cannot foresee the future, worry about the future is futile, and that everything, in the best possible of worlds, is inevitably for the best, I think it clear that within recent years an uneasy suspicion has come into being that the principle of authority has been dangerously impaired, and that the social system, if it is to cohere, must be reorganized. So far as my observation has extended, such intuitions are usually not without an adequate cause, and if there be reason for anxiety anywhere, it surely should be in the United States, with its unwieldy bulk, its heterogeneous population, and its complex government. Therefore, I submit, that an hour may not be quite wasted which is passed in considering some of the recent phenomena which have appeared about us, in order to ascertain if they can be grouped together in any comprehensible relation.
