The historical portions have been retained in their entirety, as being not only interesting in themselves, but also, on the one hand, descriptive of a state of things still to be found in many places, and on the other, important as a record of methods and pro cesses which have been adopted at various times. It must be remembered that methods and processes which have been tried and abandoned as useless, are liable to be brought forward again as new at some future time, unless such a record is kept. Excerpt from Sewage Treatment, Purification, and Utilization The importance of the Sewage question may, perhaps, be fairly gauged by the number of patents of which it has been the subject, and its still unsettled state may be concluded from their varied and contradictory character. Freezing and heating, concentration and dilution, electrisation and magnetising, the addition of oxidisers and deoxidisers, of ferments and preventives of fermentation recommended, if not actually tried, show the want of any distinct and generally recognised principle. I have, therefore, thought it my duty to lay before the public in plain language and in a concise form the result of my experience in treating sewage and waste waters. That experience dates back to the year 1868, and except in 1870 my attention has during the whole of that time been almost exclusively directed to this question. I have worked with sewage in every quantity, from a few ounces in a beaker or a hydrometer-jar to a daily flow of ten million gallons. I have had opportunities for examining almost every known process, irrigation, filtration, aeration as well as precipitation in its many variations. Excerpt from A Digest of Facts Relating: Relating to the Treatment and Utilization of Sewage The first edition was, as stated on the Title-page and in th e Preface, prepared for the British Associ ation Committee, appointed at Exeter in 1 869 to report on the Treatment and Utilization of Sew age; it was published after the Report of that Committee had been read at Liverpool, and it was in no sense their Report, nor were they in any way responsible for its contents or bound by the conclusions arrived at; for whilst the facts brought forward rested on the authority of the documents quoted, the writer distinctly claimed for himself the sole responsibility for the com elusions drawn, and for the Opinions expressed. It was, nevertheless, thought by some members of the Committee appointed at Liverpool in Sep tember 1870, that if the second edition were published under the auspices of the Committee they might be considered to be bound by the opinions and conclusions therein contained, or at any rate to have sanctioned them. Excerpt from Sewerage and Sewage Treatment This book is a development of class-room and lecture notes prepared by the author for use in his classes at the University of Illinois. He has found such notes necessary, since among the many books dealing with sewerage and sewage treatment he has found none suitable as a text-book designed to cover the entire subject. The need for a single book of the character described has been expressed by engineers in practice, and by students and teachers for use in the class-room. This book has been prepared to meet both these needs. It is hoped that the searching questions propounded by students in using the original notes, and the suggestions and criticisms of engineers and teachers who have read the manuscript, have resulted in a text which can be readily understood. The ground covered includes an exposition of the principles and methods for the designing, construction and maintenance of sewerage works, and also of the treatment of sewage. In covering so wide a field the author has deemed it necessary to include some chapters which might equally well appear in works on other branches of engineering, such as the chapter on Pumps and Pumping Stations. Special stress has been laid on the fundamentals of the subject rather than the details of practice, although illustrations have been drawn freely from practical work. The quotation of expert opinions which may be in controversy, or the citation of examples of different methods of accomplishing the same thing, has been avoided when possible in order to simplify explanations and to avoid confusing the beginner. The work is to some extent a compilation of notes and quotations which have been collected by the author during years of study and teaching the subject. Credit has been given wherever due, and at the same time references have pointed out the original sources whenever possible. Excerpt from A Handbook of Sewage Utilization The question of Sewage Utilization, together with that of the drainage of towns and the purification of our rivers and water-courses, has been for some years past forcing itself upon public attention. Numerous Reports have been pre sented to Parliament, all setting forth the magnitude of the evils of the present system, and representing the urgency of immediate reform. As far back as the year 1858, a Com mission [s. U. C., of which Lord Essex was Chairman, reported to this effect, and as yet little or nothing has been done. There is no doubt that what has chiefly deterred Local Boards, or other governing bodies in towns from taking any action in the matter, has been the difficulty of finding out the most satisfactory mode of practically dealing with what everyone admits to be a gigantic difficulty. Most of the systems of Sewage Utilization hitherto adopted in many of our towns have proved unremunerative as speculations; the success of others has been supposed to depend upon certain special conditions, unattainable in other places and some are known to have failed to accomplish the most important part of their programme, namely, that of dealing with the sewage matter in such a way as to render it per fectly innocuous, both during and after treatment.
