The Government must start thinking strategically about energy security to protect the UK's energy supply against short-term shocks and rising global energy prices, according to a report by MPs on the Energy and Climate Change Committee. Gas storage capacity needs to be increased in the UK to minimise the potential damage from supply interruptions or price spikes, the report argues. It reveals that the UK's current storage capacity amounts to only 14 days worth of gas supply - a dangerously low level compared with France which has 87 days worth of gas storage, Germany 69 and Italy 59. 19 gigawatts (GW) of ageing electricity plant will close by 2018 and the UK will become increasingly reliant on energy imports as North Sea oil and gas reserves decline. The report concludes that new electricity generation currently being built or planned will fill this "gap". But it urges the Government to ensure security of supply by delivering on its energy efficiency targets, rolling out smart meters - that can balance demand - and maintaining a diverse energy mix.

This evidence is presented to the Select Committee to provide a perspective in terms of the threats, vulnerability and consequences of the UK Energy Supply System within a global-national context characterized by unprecedented uncertainties and increasingly complex intertwines. This contribution is based upon the ACEGES project (www.aceges.org). ACEGES stands for Agent-based Computational Economics of the Global Energy System. The ACEGES models the energy demand and supply of 216 countries. The aim is not to present another set of quantifications for policymaking, as there are a number of reports and papers published in recent years. Rather the aim is to provide a coherent overview of i) the assumptions of the energy models used to produce the published quantifications and ii) the approach used to develop energy scenarios for the assessment of the UK's Energy Supply. It is evident today that the long-term sustainability of the UK's energy system is under acute strain. Therefore the comments that follow mainly deal with the need to enhance: a. The existing energy models to assess the sensitivity of the UK's energy supply. b. The way of developing multidimensional global-national continuous scenarios for long-term assessment of the resilient of the UK energy system to international events.

This document sets out the Government's plans for a radical increase in the UK's use of renewable electricity, heat and transport, which will meet the legally-binding target of 15 per cent of energy coming from renewable sources by 2020. This Strategy will help tackle climate change, reducing the UK's emissions of carbon dioxide by over 750 million tonnes between now and 2030. It will also promote the security of UK energy supply, reducing our overall fossil fuel demand by around 10 per cent and gas imports by 20-30 per cent against what they would have been in 2020. And it will provide opportunities for the UK economy with the potential to create up to half a million more jobs in the UK renewable energy sector resulting from around £100 billion of new investment. In parallel with energy saving, nuclear and carbon capture and storage, this is a key element for setting the UK on the path to achieve a low-carbon, sustainable future that helps address dangerous climate change. This strategy could result in: more than 30 per cent of electricity and 12 per cent of heat generated from renewables; and 10 per cent of transport energy from renewables. The Government will: provide financial support for renewable electricity and heat worth around £30 billion between now and 2020; drive delivery and clear away barriers, through the Office for Renewable Energy Deployment; increase investment in emerging technologies and pursue new sources of supply: create new opportunities for individuals, communities and business to harness renewable energy.
