How do emerging states become full, functioning members of the international system? In this book, Cameron G. Thies argues that new and emerging states are subject to socialization efforts by current member states, which guide them in locating their position in the international system. Thies develops a theoretical approach to understanding how states socialize each other into and out of different roles in the international system, such as regional power, ally, and peacekeeper. The concept of state socialization is developed using role theory, a middle-range theory developed in the interdisciplinary field of social psychology. This middle-range theory helps to flesh out the theoretical mechanisms often missing in grand theories like neorealism and constructivism. The result is a structural theory of international politics that also allows for the explanation of actual foreign policy behavior by states. The foreign policy histories of the U.S. and Israel are analyzed using this theoretical approach to show how international social pressure has affected the kinds of roles they have adopted throughout their histories, as well as the kinds of roles that they have not been allowed to adopt. By considering the effects of international socialization attempts on their foreign policy behavior, Thies shows the well-known cases of the U.S. and Israel in a new light. The United States, Israel, and the Search for International Order argues that the process by which states learn their appropriate roles and behaviors in the international social order is crucial to understanding international conflict and cooperation, which will be significant for those studying both theory and method in international relations, foreign policy, and diplomatic history.

Who has the right to wage war? The answer to this question constitutes one of the most fundamental organizing principles of any international order. Under contemporary international humanitarian law, this right is essentially restricted to sovereign states. It has been conventionally assumed that this arrangement derives from the ideas of the late-sixteenth century jurist Alberico Gentili. Claire Vergerio argues that this story is a myth, invented in the late 1800s by a group of prominent international lawyers who crafted what would become the contemporary laws of war. These lawyers reinterpreted Gentili's writings on war after centuries of marginal interest, and this revival was deeply intertwined with a project of making the modern sovereign state the sole subject of international law. The child of parents who were members of the Irgun, the paramilitary group that fought for the establishment of Israel, Olmert became the youngest member of the Israeli Knesset in 1973, serving in the right-wing Likud party. He rose quickly in the party, serving in national government before being elected mayor of Jerusalem in 1993. Major IR theories, which stress that actors will inevitably only seek to enhance their own interests, tend to contrive binaries of self and other and ‘inside’ and ‘outside’. By contrast, this book recognizes the general need of all to relate, which they do through various imagined resemblances between them. The authors of this book therefore propose the ‘balance of relationships’ (BoR) as a new international relations theory to transcend binary ways of thinking. BoR theory differs from mainstream IR theories owing to two key differences in its epistemological position. Firstly, the theory explains why and how states as socially-interrelated actors inescapably pursue a strategy of self-restraint in order to join a network of stable and long-term relationships. Secondly, owing to its focus on explaining bilateral relations, BoR theory bypasses rule-based governance. By positing ‘relationality’ as a key concept of Chinese international relations, this book shows that BoR can also serve as an important concept in the theorization of international relations, more broadly. The rising interest in developing a Chinese school of IR means the BoR theory will draw attention from students of IR theory, comparative foreign policy, Chinese foreign policy, East Asia, cultural studies, post-Western IR, post-colonial studies and civilizational politics.
