Government policymakers need to be accountable to citizens, but much government policymaking occurs in ministries that are imperfectly monitored and controlled by the popularly elected legislature. There are good reasons for such delegation, grounded in the expertise of officials and the scarce time of legislators, but the affirmative justifications for delegation do not vitiate the need for public officials to consult with the public and with organized civil society advocacy groups. This article argues that the new democracies of Central Europe have underemphasized this consultative aspect of the transition to democracy. To illustrate, it concentrates on the case of environmental policymaking in Hungary, one of the more advanced democracies in the region. A handful of voluntary civil society organizations play an important role, but the relative weakness of the organizational landscape and of the groups' legal rights to participate in policymaking limit their impact. The article proposes ways to strengthen the role of civil society advocacy groups in emerging democracies.

Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.

The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. In thirteen chapters, the contributors to this volume analyse the different dimensions of a new form of collaboration, termed collective co-production, in the Scandinavian countries.
