Government policymakers need to be accountable to citizens, but much government policymaking occurs in ministries that are imperfectly monitored and controlled by the popularly elected legislature. There are good reasons for such delegation, grounded in the expertise of officials and the scarce time of legislators, but the affirmative justifications for delegation do not vitiate the need for public officials to consult with the public and with organized civil society advocacy groups. This article argues that the new democracies of Central Europe have underemphasized this consultative aspect of the transition to democracy. To illustrate, it concentrates on the case of environmental policymaking in Hungary, one of the more advanced democracies in the region. A handful of voluntary civil society organizations play an important role, but the relative weakness of the organizational landscape and of the groups' legal rights to participate in policymaking limit their impact. The article proposes ways to strengthen the role of civil society advocacy groups in emerging democracies.

Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.

Voluntary Agencies In The Welfare State

Voluntary Agencies In The Welfare State written by Ralph M. Kramer and has been published by Univ of California Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-04-28 with Social Science categories.

The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. Voluntary And Public Sector Collaboration In Scandinavia written by Bjarne Ibsen and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-09-30 with Political Science categories.

In thirteen chapters, the contributors to this volume analyse the different dimensions of a new form of collaboration, termed collective co-production, in the Scandinavian countries. It is a characteristic of the Scandinavian countries – Sweden, Norway and Denmark - that they have both a large public and voluntary sector. For decades, the dominant type of collaboration between the two sectors has consisted of the public sector providing financial support to organisations in the voluntary sector, while the activities are undertaken by the organisation itself. In recent times, however, a new discourse has emerged, with a strong political focus on developing closer collaboration between the two sectors. The book analyses collective co-production between the voluntary and public sectors, and identifies what distinguishes this form of collaboration from others. It looks at the scope of collective co-production, how and why it differs between welfare areas, as well as the political vision for co-production and the extent to which it lives up to those expectations. This discourse promotes a type of collaboration wherein organisations, associations and volunteers can participate in the implementation of tasks for which public institutions are responsible. The book is a valuable resource for professionals in voluntary organizations and public welfare units working with co-production and for researchers and students in the fields of civil society, voluntary sector and welfare policy.

Co-production and co-creation occur when citizens participate actively in delivering and designing the services they receive. It has come increasingly onto the agenda of policymakers, as interest in citizen participation has more generally soared. Expectations are high and it is regarded as a possible solution to the public sector’s decreased legitimacy and dwindling resources, by accessing more of society’s capacities. In addition, it is seen as part of a more general drive to reinvigorate voluntary participation and strengthen social cohesion in an increasingly fragmented and individualized society. "Co-Production and Co-Creation: Engaging Citizens in Public Services" offers a systematic and comprehensive theoretical and empirical examination of the concepts of co-production and co-creation and their application in practice. It shows the latest state of knowledge on the topic and will be of interest both to students at an advanced level, academics and reflective practitioners. It addresses the topics with regard to co-production and co-creation and will be of interest to researchers, academics, policymakers, and students in the fields of public administration, business administration, economics, political science, public management, political science service management, sociology and voluntary sector studies.

International Perspectives On Voluntary Action written by David Lewis and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-11-05 with Business & Economics categories.

This text presents a perspective on the third sector. Rather than considering non-governmental development organizations and voluntary agencies separately, it explores the similarities, differences and growing connections between them in both northern and southern contexts. Authors in the field consider the differences in scale and priority that exist between different types of third sector organizations in different settings, as well as the common challenges of accountability, legitimacy, effectiveness and governance. Models of learning and communication, including southern ideas such as micro-credit provision, are also examined, as are the continuing barriers.

Voluntary Organizations And Public Service Delivery written by Ian Cunningham and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-05-23 with Business & Economics categories.

Voluntary Organizations and Public Sector Delivery examines how aspects of voluntary sector employment are affected by its engagement with the growing trend to the market-based outsourcing in the delivery of public services within industrialized countries. The volume draws together a team of well-recognized academic contributors from the UK, Canada, Australia and the United States to explore how the process of outsourcing is impacting the internal and external labor markets of voluntary organizations, and the implications for the policy objectives underlying the externalization of the delivery of public services to them. These themes of change in employment are covered in depth in the UK with dedicated chapters exploring, workforce patterns and skill needs, HR policies and practices, recruitment and selection, graduate recruitment, unionization, pay and conditions and psychological contracts in organizations. The book also contains a significant international comparative dimension with individual chapter analysis of employment issues in Australia, Canada and the United States, as well as an Anglo-German comparison.
