This Research and Policy Brief presents measures of labor market exposure to COVID-19 (coronavirus)in the European Union (EU) by identifying jobs in non-essential industries that cannot be performed from home. Jobs most at risk account for 30 percent of all EU employment. These jobs are concentrated in lagging regions; tend to be low paid and less secure; and are disproportionately held by young, poorly educated workers and migrants. In the absence of urgent large-scale remedial action, the COVID-19 (coronavirus) is likely to exacerbate preexisting socioeconomic and regional disparities.

This paper employs a skills-based approach to identify individual and job factors most likely to be impacted by social distancing measures and practices due to the Covid-19 pandemic. Using data from the Cedefop European skills and jobs survey, a Covid-19 social distancing risk index (COV19R) is created based on skills descriptors that categorise jobs by their level of physical proximity to others and their digital intensity. It is conservatively estimated that about 45 million jobs in the EU-27 labour market (23% of total EU-27 employment) are faced with a very high risk of Covid-19 disruption and another 22% of the EU workforce - mostly medium- to lower-skilled service provision - is exposed to some significant risk. The burden of the Covid-19 social distancing risk falls disproportionately on vulnerable workforce groups, such as women, older employees, non-natives, the lower-educated, those working longer hours and employed in micro-sized workplaces. The findings call for immediate and targeted policy responses to prevent ongoing job losses and widening of labour market and social inequalities due to the pandemic.

Vulnerability and resilience are concepts that have long been treated as individual and contradicting topics. In recent times, we have seen that vulnerabilities and resilience can go hand in hand and that vulnerabilities cannot be conceptualized only in simple terms because intersectionality must be considered as well as social, organizational, and systemic aspects and processes. One example is that women are more vulnerable (higher values in nearly all stress related measures) in the COVID-19 pandemic. This finding has to be analyzed from an intersectional perspective, because socio-economic factors, cultural factors, exposure to COVID-19 and the type of occupation (e.g. healthcare sector, frontline workers) play an important role in how vulnerable or resilient women can be in a given society. The large number of studies on COVID-19 vulnerabilities makes it necessary to take a closer look at the resilience factors that often go hand in hand with potential vulnerabilities. As we see in the literature about pandemics in general and COVID-19, there are some individual, organizational and systemic vulnerabilities that can be found in all pandemics. From that we can assume that there will be resilience factors within the same concepts that may buffer vulnerabilities.
